Job summary

Horrocks is seeking a Senior Transit Planner or Project Manager to lead transit and multimodal transportation planning efforts across the mountain west. The role focuses on coordinating studies for transit alignment, NEPA/PEL planning, corridors, and active transportation while engaging with clients, agencies, and communities.

The candidate will have strong GIS, data analysis, and technical writing skills, with the ability to communicate complex information clearly.

Qualifications

• Bachelor's degree in urban planning or related field required
• Master's degree in planning (preferred)
• 10+ years of relevant experience (preferred)
• Experience with public transit/public agencies
• Entrepreneurial mindset and initiative
• Proficient in GIS, data collection/analysis, and data visualization
• Strong technical writing and deliverable execution
• Ability to prepare charts/graphics for planning documents and presentations
• Excellent communication with diverse audiences
• Collaborative with agency staff, officials, and the public

Responsibilities

• Lead transit and transportation planning studies and projects
• Manage project scope, schedule, and client relationships
• Support client maintenance and business development efforts
• Coordinate transit alignment, NEPA/PEL planning, corridors, and active transportation plans
• Research and implement best planning practices
• Analyze transportation and land use data to develop metrics and recommendations
• Prepare technical deliverables and present findings to diverse audiences
• Support public engagement through virtual and in‑person outreach
