Job summary

Horrocks seeks a Senior Transit Planner or Project Manager to lead transit and multimodal transportation planning across the mountain west. The role supports a growing planning team that serves transit agencies, state DOTs, MPOs, and cities, with emphasis on NEPA/PEL studies and corridor planning.

The candidate will analyze transportation and land-use data, develop metrics, and prepare technical deliverables. Excellent writing, communication, and public engagement skills are essential.

Qualifications

• Bachelor's degree in urban planning or closely related field required
• Master’s degree in planning preferred
• 10+ years of relevant experience preferred
• Experience with public transit and public agencies
• Entrepreneurial spirit with initiative to turn ideas into action
• Strong research, data analysis, GIS and data visualization skills
• Excellent technical writing and ability to present complex data clearly
• Ability to produce charts, graphics, and planning documents

Responsibilities

• Lead transit and transportation planning efforts or manage projects
• Support client development and business growth activities
• Manage planning studies including transit alignment, NEPA/PEL, corridor plans
• Research and implement best planning practices for transit
• Analyze transportation, land use, equity, and economic data for recommendations
• Prepare technical deliverables and communicate with diverse audiences
• Support Public Engagement through outreach activities
