Job summary

Horrocks is seeking a Senior Transit Planner/Project Manager to lead transit and multimodal transportation planning across the mountain west from our Phoenix office. You will manage studies, support client growth, and deliver technical reports and visuals.

The ideal candidate has 10+ years of experience, strong GIS/data analysis skills, and proven writing ability. The role includes public engagement support, competitive benefits, and a collaborative team environment.

Qualifications

• Bachelor's degree in urban planning or closely related field (required).
• Master's degree in planning or similar field (preferred).
• 10+ years of relevant experience (preferred).
• Experience working for or with public transit and other public agencies.
• Entrepreneurial spirit – willingness to see opportunities, take initiative, and turn ideas into action.
• Experience in research, Geographic Information Services (GIS), data collection/analysis, spreadsheets/databases, and data visualization.
• Strong technical writing and ability to lead complex written deliverables.
• Ability to prepare charts/graphics/visuals for planning documents and presentations.

Responsibilities

• Have project management or planning lead experience with transit and transportation planning efforts.
• Support transit strategic growth initiatives through client and business development activities.
• Manage a wide variety of planning studies including transit alignment, NEPA/PEL, corridor plans, active transportation, and coordination with rural/tribal/small urban plans.
• Research and implement innovative best planning practices related to transit and transportation.
• Analyze transportation, land use, equity, transit, and economic data to provide metrics and planning recommendations.
• Communicate technical information effectively to diverse audiences and produce technical deliverables.
• Support Public Engagement with virtual and in-person outreach.
