Job summary

Ventus Solutions in Arlington, VA seeks a Senior Technical Program Analyst to support the Program Manager on a science program. You will coordinate conferences, briefings, and technical reviews and act as a liaison among government, industry, and academia.

You will develop and maintain master plans, assist in acquisition planning, and assess performance against technical objectives, cost, and schedule, using databases and milestone tracking tools to support critical national security initiatives.

Qualifications

• Bachelor’s degree - Masters Degree may be substituted for two (2) years of experience.
• Ten (10) years of experience in engineering, mathematics, or science, including biology, chemistry, computer science, and physics.
• Recent experience (last 5 years) in federal acquisition and budgeting.
• Experience in Science and Technology (S&T) program management.
• Experience in technical program management of programs in excess of $1M.
• Experience in planning methodologies to analyze research programs and development of databases for technical and programmatic tracking of key deliverables and milestones.
• Experience in evaluating and developing analytical models, procedures, and techniques.
• Experience in executing and reviewing technical studies, analysis, and design activities.
• Secret DoD Clearance

Responsibilities

• Assist the Program Manager in a science program and coordinate conferences, demonstrations, expositions, events, meetings, and technical reviews.
• Maintain briefings; coordinate input for data calls, such as budget exhibits and congressional requests for information.
• Serve as technical liaison between senior officials in other departments, services/agencies, government labs, academia and industry.
• Develop and maintain key documents and master plans; support acquisition plan development; represent the government project.
• Assess performance in terms of technical objectives, cost and schedule.
• Familiarity with databases for tracking milestones using task sheets, mission model canvas, quad sheets, fact sheets and drafting portfolio review slides.

Ventus Solutions is seeking a skilled Senior Technical Program Analyst to directly assist the Program Manager (PM) in a science program. The candidate will provide technical support and coordinate conferences, demonstrations, expositions, events, meetings, and technical reviews. In addition to maintaining briefings; the candidate will coordinate input for data calls, such as budget exhibit submissions, congressional requests for information and budgetary drills. The ideal candidate will serve as a technical liaison between senior officials in other departments, services/agencies, government laboratories, academia and industry personnel. Some key support assignments consist of assisting in developing and maintaining key documents and master plans, in addition to supporting technical management of programs including acquisition plan development, representation of the government project, and assessment of performance in terms of technical objectives, cost and schedule. Familiarity with development of databases for technical programmatic tracking of milestones using programs such as: task sheets, mission model canvas sheets, quad sheets, fact sheets and drafting portfolio review slides. Required Experience:

Desired Experience:

• Experience collaborating with senior government (OPNAV, SYSCOM, Warfare Centers, Secretariat, or OSD personnel)
• Experience supporting senior Navy S&T leadership or programs on complex tasks
• Experience with Department of Defense Research, Development, Test and Evaluation (DoD RDT&E) program/budget exhibits & RDT&E strategic plans
• Experience in one or more of the following focus areas: (1) Naval/Marine Corps Naval Engineering, (2) Naval/Marine Corps Power and Energy, (3) Naval/Marine Corps Materials, (4) Naval/Marine Corps Undersea Systems and (5) Naval/Marine Corps Manufacturing

The expected salary range for this position is $65,000 - $90,000. This range represents a good-faith estimate and is not a guarantee; final compensation is determined by factors such as experience, qualifications, and government contract labor rate requirements and may fall outside the stated range.
