Job summary

Delaware Nation Industries seeks a Senior Advisor to support the Office of Policy Planning and Resource in the Bureau of Public Diplomacy and Public Affairs. The role focuses on talent management, workforce planning, and policy development to strengthen PD capabilities for U.S.

foreign engagements. The position requires extensive experience in public diplomacy, organizational design, and change management, with strong communication skills and the ability to lead cross-agency initiatives.

Qualifications

• Ten years of experience in public diplomacy and related fields.
• Experience with organizational design, staffing, and change management.
• Experience using AI tools for data-driven recommendations and decisions.
• Strong written and oral communication skills.
• Knowledge of State Department HR policies and Locally Employed Staff practices.

Responsibilities

• Conduct organizational assessments of PD sections at overseas posts with leadership input.
• Coordinate R/PPR working groups on staffing levels and structures.
• Monitor PD Staffing Initiatives and recommend adjustments.
• Support development of Bureau Strategic Plan and PD Strategic Plan.
• Provide advisory services to PD senior leadership on HR issues and workforce planning.
• Manage job analysis and policy formulation with HR contacts.
