Redmond is the hub of an array of commerce and industry ranging from technology, aerospace, and gaming to biomedical and innovation start-ups. In this role, you will represent the city, and our values of service, integrity, accountability, belonging and stewardship.

We have an exciting opportunity for you to join our Business Solutions team within the Technology & Information Services (TIS) department as a Senior Systems Analyst with expertise in business applications. The Business Solutions team helps manage a portfolio of over 170 applications across all city functions and departments. This opportunity is for someone who has in-depth experience working with large-scale enterprise business applications such as ERP (Enterprise Resource Planning), EAM (Enterprise Asset Management), HR systems (HRIS/HCM), and Permitting systems.

As a Senior Systems Analyst you will optimize business applications to meet departmental needs while enhancing system functionality, usability, and performance. You will provide daily support to application users and act as a liaison between the business and IT, ensuring technology solutions align with operational goals. You will be expected to communicate proactively with stakeholders, keeping them informed on progress, timelines, and any issues that arise. Success in this position requires a strong blend of backend technical expertise and exceptional customer engagement skills to build trusted partnerships and deliver meaningful, user-centered solutions.

Partnership, Analysis, and Delivery
  • Build and maintain trusted partnerships with business stakeholders through proactive communication, regular status updates, and early escalation of risks or changes.
  • Collaborate with stakeholders to understand business needs and translate them into functional and technical requirements, focusing on the underlying problem before moving to solutions.
  • Contribute to the technology roadmap by proactively evaluating systems and identifying opportunities to improve, consolidate, or modernize the platforms your partners depend on.
  • Analyze, design, implement, and maintain vendor and in-house developed business applications, including ERP systems.
  • Develop training materials, documentation, and deliver end-user training.
  • Customize and administer enterprise systems using built-in tools and integrate business applications using data mapping techniques and various technologies.
  • Design and maintain databases, reports, and dashboards, and optimize system performance through troubleshooting and root cause analysis.
  • Define and document technical standards, procedures, and best practices.
  • Stay current on emerging technologies and make recommendations to improve business systems.
  • Provide technical guidance on complex issues and oversee application updates, patches, and system modifications to ensure stability and performance.
  • Manage vendor relationships, maintenance agreements, warranties, and escalations.
  • Lead and/or support projects using established project management practices.
Applications and Technical Delivery
  • Serve as the functional and technical subject matter expert for the City's ERP (Enterprise Resource Planning) platform, Microsoft Dynamics 365 Finance & Operations (D365 F&O).
  • Support and improve public sector financial processes end-to-end, spanning procure-to-pay, budgeting, encumbrances, receivables, project and grant accounting, advanced ledger entries (ALEs), and period and year-end close.
  • Configure and maintain core financial structures, including the chart of accounts and financial dimensions, workflows, and security.
  • Own the ERP side of a growing integration portfolio across finance, human resources, payroll, and departmental systems, sharing ownership with the TIS EDM (Enterprise Data Management) team and system vendors.
  • Build and maintain integrations using the Data Management Framework, OData, Azure Logic Apps, and Azure Data Factory.
  • Partner with EDM on the reporting and analytics layer, including Azure Synapse Link, BYOD (Bring Your Own Database) connections, and Power BI.
  • Manage environments and the D365 F&O release cadence, validating Microsoft updates against City configurations and integrations within a hybrid commercial and GCC (Government Community Cloud) environment.
  • Lead configuration changes through the City's change management process, bringing forward improvements while holding the controls, testing, and documentation that financial systems of record require.
  • Maintain business process maps and cross-functional workflows for assigned systems, and lead process improvement work against them.
  • Contribute to active initiatives and support additional divisions and applications as business needs warrant.
Education and experience:
