Job summary

Catholic Relief Services is recruiting a Supply Chain Management Technical Advisor II to provide technical support, accompaniment, and training to EMPOWER partners in South America. The role strengthens supply chain and operational preparedness for rapid emergency response.

The advisor will help partners set up and operate multiple modality supply chains, including in-kind and CVA, with focus on updated specifications, strategic sourcing, and continuous improvement across countries.

Qualifications

• Strong knowledge of emergency procurement, sourcing, contracting, vendor management, and logistics.
• Analytical and problem-solving skills with ability to translate assessments into actionable plans.
• Ability to facilitate partner-led processes and support sustainable readiness systems.

Responsibilities

• Lead the multiple modality supply chain setup across five target countries with partner teams.
• Ensure priority focuses are executed: specs, sourcing, prepositioned stocks, contracts, and improvement.
• Support programming with market and logistics analysis, hotspot prioritization, and workplan development.
• Establish quality standards, packing guidance, replenishment requirements, and control processes.
• Validate kit contents against local markets, cultural needs, hazards, and branding expectations.
• Develop cost matrices for country and hotspot level procurement, transport, and storage.
