Job summary

Catholic Relief Services is seeking a Supply Chain Management Technical Advisor II to provide technical support, accompaniment, and training to EMPOWER partners in South America to strengthen supply chain and operational preparedness for rapid emergency response.

You will work with EMPOWER partners to improve their supply chain preparedness and response capacities so that can set up and operate multiple modality supply chains (in kind and CVA) in an expedited manner, focusing on updated

Qualifications

Professional fluency in English and Spanish required.
Experience in emergency procurement, sourcing, contracting, and logistics preferred.

Responsibilities

Lead the multi-country supply chain setup across five target countries, coordinating with partner teams.
Ensure priority focuses: updated specifications, strategic sourcing, prepositioned stocks, open contracts, continuous improvement.
Support market and logistics analysis, stakeholder mapping, and development of workplans and calendars.
Establish quality standards, packing guidance, replenishment requirements, and substitution rules with partners.
Validate kit contents against local market availability and cultural appropriateness.
Develop vendor databases and prequalified vendor lists by country and service type.
Prepare open contracts, framework agreements, and emergency procurement templates.
