Job summary

Catholic Relief Services seeks a senior technical advisor to guide Emergency Response and Recovery program design, ensuring alignment with donors, CRS principles, and best practices for regional and country programs.

The role focuses on rapid deployment, capacity strengthening, knowledge sharing, and ensuring high-quality programming across diverse contexts, with travel and leadership responsibilities during field operations.

Qualifications

• Bachelor’s degree in International Development, Disaster Response or a related field.
• Minimum eight years of international NGO advisory/ management experience in Emergency Response and Recovery.
• Experience providing technical assistance and developing proposals for external donor funding.
• Experience mentoring, coaching, and training with adult learning practices.
• Ability to manage multi-stakeholder partnerships with donors, NGOs, and governments.

Responsibilities

• Contribute to agency-wide strategies and standards in Emergency Response and Recovery.
• Provide technical solutions for strategic planning, field deployment management, and M&E.
• Lead or support development of large, complex proposals.
• Strengthen capacity of staff and partners through training and curricula.
• Manage knowledge sharing, lessons learned, and reporting.
• Represent CRS at donor and cluster forums.
