Job summary

Northrop Grumman in Boulder, CO seeks a Subcontracts Manager 2 to lead a team of subcontract administrators and drive strategic sourcing decisions. You’ll negotiate complex terms, manage supplier performance, and ensure compliance with FAR/DFARS while supporting proposals and contract lifecycle activities.

The role requires strong leadership, extensive subcontract experience, and the ability to collaborate with cross-functional teams.

Qualifications

• Bachelor’s Degree with 8+ years in Subcontracts or Contracts, or Master’s with 6+ years.
• Minimum 2 years’ experience leading a team or IPT Lead.
• Knowledge of FAR, DFARS, flow-downs, data rights negotiations, and commercial item determination.

Responsibilities

• Lead a team of Subcontract Administrators to meet cost and schedule objectives.
• Negotiate subcontractor terms, price and milestones for favorable deals.
• Identify cost reduction and efficiency opportunities while managing risk.
• Support performance management and SAMS-related supplier oversight.
• Ensure compliance with FAR and customer flow-downs.
• Support proposals and quick-turn quotations from subcontractors.
• Assist in the full subcontract lifecycle from RFP to closeout.
• Act as SME on terms, data rights, and contract implementation.
• Advise management on contractual rights and obligations.
• Research complex supplier risks and develop mitigation plans.
• Coordinate with cross-functional teams and leadership on issues.
• Mentor Subcontracts Specialists and close knowledge gaps.
