Qualifications

• U.S. citizenship and ability to obtain DOE Q clearance.
• Bachelor’s degree in business or related field or equivalent experience.
• Extensive experience drafting, negotiating, and administering complex subcontracts.
• Strong knowledge of procurement regulations (FAR/DEAR) and best-value techniques.
• Proven leadership and project management in fast-paced environments.
• Excellent written and oral communication with diverse stakeholders.

Responsibilities

• Lead procurement activities for complex subcontracts.
• Review requisitions and issue solicitations and addenda.
• Evaluate proposals, negotiate terms, and award subcontracts.
• Administer subcontracts through closeout with performance management.
• Prepare audit responses and write complex source selection communications.
• Mentor junior subcontract analysts.
