Job summary

Northrop Grumman in Boulder, CO, seeks a Supply Chain Subcontracts Administrator – Level 4. You will source and procure specialized goods and services, own contractual management of suppliers, and oversee the cradle-to-grave subcontract process from proposal through execution.

Qualifications

• Bachelor’s degree with 8+ years of experience OR Master’s with 6+ years OR PhD with 4+ years; additional 4+ years considered in lieu of degree.
• Must be able to obtain and maintain a U.S. Government Secret security clearance
• Familiar with FAR provisions and GSC policies and procedures
• Strong cradle to grave subcontract administration knowledge and proven performance
• Experience preparing subcontractor RFP packages and supporting the acquisition process
• Experience preparing and presenting briefings to leadership (internal/external)

Responsibilities

• Source and procures specialized goods and services
• Owns contractual management of the supplier
• Responsible for source selection from contract proposal to execution phases
• Coordinates and collaborates with contracts, engineering, quality, supplier development, planning, operations, program, and end-users
• Develops subcontract specifications, work statements, and terms and conditions for procurement of specialized materials, equipment, and/or services
• Prepares Request for Proposal package, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers subcontracts
• In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules
• Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
• Manages and leads supplier financial forecasting accuracy
• Candidate will also manage performance of subcontracts, ensure compliance with all public law requirements as well as company policies and procedures including import/export regulations
• Employs sound business practices and assesses supplier performance as part of follow-up activities
• Ensures proper documentation is provided to logistics/transportation & warehouse organizations for proper receipt
• Manages and develops strategic/key suppliers
• Reviews and approves supplier payment as needed
• Utilizes Lean Six Sigma with suppliers to drive quality and efficiency
