Parsons is seeking a Senior Subcontract Administrator to support the Subcontracts team in our Miami or Ft. Lauderdale, FL office. The role involves preparing RFPs, evaluating subcontractors, negotiating terms, and issuing contracts with delegated authority.

The position requires 5+ years of procurement experience and a bachelor's degree in a related field. Hybrid work arrangement with a minimum of two days in the office, supporting large transportation projects across Florida, Texas, Puerto

Qualifications

  • Bachelor's degree in Business Administration, Engineering, Construction (or related field).
  • Understanding of procurement principles including solicitation, analysis, awards, subcontracts, and closeout.

Responsibilities

  • Prepare and negotiate subcontract agreements and master service agreements.
  • Coordinate with project management and clients on proposals and data.
  • Maintain subcontract files and records, ensure cradle-to-grave procurement documentation.
  • Assist and guide junior Subcontract Administrators and liaise between subcontractors and procurement.

Job Description

Parsons is looking for an amazingly talented Senior Subcontract Administrator, to join our team! In this role you will get to support the Subcontracts team in our Miami or Ft. Lauderdale, FL office.

What You’ll Be Doing
  • Prepares recommended source lists of qualified subcontractors, drawing upon their past performance experience. Coordinates the list with project management and client recommendations.
  • Prepares Request for Proposal form and verifies accuracy and completeness of proposal packages. Interfaces with affected sections to clarify and ensure that all necessary data has been included.
  • Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and project requirements, and negotiates the terms and conditions. Prepares and issues contracts commensurate with delegated procurement authority.
  • Prepares and negotiates subcontract agreements, master service agreements task orders, documents and amendments, including identification and inclusion of flowdown requirements from the prime contract. Ensures that terms and conditions will be appropriate.
  • Prepares reports and contractual correspondence for project management and client. Establishes and maintains accurate tracking records tailored to each subcontract.
  • Maintains and updates subcontractors' files to include records of payment.
  • Performs subcontract closeout actions, completes file documentation, and forwards subcontract files to storage. Ensures retention of hard copy of reports and claims for seven years.
  • May provide technical guidance to lower-level Subcontract Administrators. May make assignments and review completed work.
  • Serves as liaison between subcontractor and procurement personnel.
  • Performs other responsibilities associated with this position as may be appropriate.
  • Support large transportation projects throughout Florida, Texas, Puerto Rico and other states.

Hybrid, requiring a min of 2 days in the office.

What Required Skills You’ll Bring
  • 5+ years of procurement experience
  • Bachelor's degree in Business Administration, Engineering, Construction (or related field)
  • Overall understanding of procurement principles and concepts, including, but not limited to, solicitation of proposals, proposal analysis, award and administration of subcontracts, and closeout procedures associated with cradle to grave procurement responsibilities
  • Capable of creating cost and price analysis justifications to support subcontract awards
  • Capable of providing market research to support source selection of subcontract awards
  • Must be able to adapt to and be a positive agent for change
  • Ability to communicate effectively with internal and external customers
  • Strong organizational and workflow skills and required
  • Working knowledge of Microsoft Tools
  • Prior procurement experience with CostPoint is a plus
  • Knowledge of purchasing practices in the engineering and construction industry, excellent communication skills, and demonstrated proficiency in utilizing SAP/Ariba is preferred

Salary Range

$88,400.00 - $154,700.00
