Job summary

Specialist Staffing Group is seeking a Project Manager to lead utility-scale solar and solar + storage projects from EPC handoff through commercial operation in Altoona, PA.

You will manage planning, budgeting, scheduling, procurement, construction, commissioning, and closeout while coordinating between Development, Engineering, Procurement, Construction, Operations, lenders, and owners. Travel to project sites is required; strong communication is essential.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Project Management, or related technical discipline.
• 2–5 years of PM experience in utility-scale solar, renewable energy, power generation, or industrial construction.
• Strong understanding of utility-scale solar development and EPC execution.
• Experience with contract administration, procurement, and vendor management.
• Knowledge of transmission and interconnection processes preferred.
• Understanding of construction safety standards and quality management practices.
• Strong analytical, negotiation, and problem-solving skills.
• Excellent written, verbal, and presentation communication abilities.
• Ability to manage multiple projects in a fast-paced environment.
• Proficiency with Microsoft Office and project management software.
• Ability to travel to project sites as needed.
• Comfortable working in active outdoor construction environments.

Responsibilities

• Lead utility-scale solar and solar + storage projects from EPC handoff through commercial operation.
• Manage project planning, budgeting, scheduling, procurement, construction, commissioning, and closeout.
• Serve as the primary liaison between Development, Engineering, Procurement, Construction, Operations, contractors, consultants, lenders, and project owners.
• Develop and maintain project execution plans, staffing plans, schedules, and resource requirements.
• Monitor project budgets, forecast costs, track variances, and implement corrective actions.
• Provide project status updates and performance reporting to executive leadership.
• Ensure critical project milestones are achieved on schedule and within budget.
• Lead procurement activities, including competitive bidding, vendor selection, and contract negotiations.
• Manage EPC, construction management, equipment supply, commissioning, warranty, and related project agreements.
• Review contract terms and provide recommendations to senior leadership.
• Coordinate internal teams and external contractors across civil, mechanical, electrical, interconnection, and QA disciplines.
• Facilitate project meetings, track action items, and resolve project issues.
• Monitor project risks and implement mitigation strategies.
• Ensure compliance with permitting requirements, lender obligations, EPC contracts, and regulatory standards.
• Oversee compliance related to Interconnection Agreements, IRA requirements, PPAs, and environmental regulations.
• Manage project energization, commissioning, and commercial operation activities.
• Coordinate project turnover to Operations and Maintenance teams.
• Ensure completion of punch lists, warranties, as-built drawings, and closeout documentation.
• Support process improvements, reporting enhancements, and project performance initiatives.
