Job summary

SkyePoint Decisions seeks a Software Development Lead to support the Department of Education’s CPSS program in Washington, DC. You will direct design, development, integration, testing, deployment, operation, and sustainment of secure software while ensuring compliance with federal standards and SSDF guidelines.

Role emphasizes managing Agile software delivery, SecDevOps practices, and collaboration with government stakeholders to deliver mission-critical results remotely.

Qualifications

• Bachelor's degree or equivalent in a technical discipline.
• 8+ years of software engineering/application development experience.
• 3+ years leading software development teams or major engineering activities.
• Experience leading Agile development teams and backlog planning.
• Experience implementing secure SDLC and DevSecOps practices.
• Experience with Federal or controlled enterprise environments and standards.
• Knowledge of secure coding, OWASP Top 10, and software supply-chain security.
• Experience with APIs, databases, and cloud-native applications.
• Ability to establish and enforce documentation, version control, and release-management standards.

Responsibilities

• Lead multidisciplinary personnel across software development, architecture, integration, testing, cybersecurity, and operations.
• Establish development, secure coding, documentation, and release standards.
• Lead Agile planning, backlog prioritization, sprint planning, and delivery tracking.
• Coordinate cross-functional teams and stakeholders including Government.
• Translate requirements into prioritized backlogs and software increments.
• Integrate cybersecurity findings into development priorities and remediation.
• Review code, architecture, and test results for quality and compliance.
• Monitor velocity, cycle time, test coverage, and remediation metrics.
• Identify and resolve technical risks and delivery issues.
