Job summary

GovCIO in the United States seeks a Systems Engineer (SME) to support mission-critical software architecture and solutions engineering for the U.S. Coast Guard. Located in Kearneysville, WV, this hybrid role drives analysis, design, and domain architecture across edge, enterprise, and core systems.

As a technical authority, you will lead SEB activities, craft ITSRs, perform SETRs, and ensure security standards (FICAM, FIPS 201, NIST SP 800-series) are integrated into designs.

Qualifications

• DoD 8570 IAT Level II certification required.
• Experience designing software solutions; APIs with REST/SOAP, JSON/XML, TLS, and ICAM.
• Expert use of UAF/DoDAF and SysML in Cameo/MagicDraw.
• Experience enforcing Federal security standards: FICAM, FIPS 201, NIST SP 800-series, PKI, OSDP.
• Excellent verbal and written communication; able to brief executives.

Responsibilities

• Lead needs analysis and ITSR drafting for mission needs.
• Conduct solution assessments and SETRs within the CSDP.
• Guide full-lifecycle software delivery across requirements, reviews, testing.
• Define software interfaces and data exchange standards; plan integrations.
• Ensure architectures meet security policies (FICAM, PKI, OSDP).
• Align enterprise models using UAF, DoDAF viewpoints, SysML.
• Deliver integration roadmaps meeting partner needs.
