Job summary

GovCIO in Kearneysville, WV is seeking a Systems Engineer (SME) to anchor mission-critical software architecture and solutions engineering for the US Coast Guard. Hybrid role in the ASE division, serving as a technical authority across architecture and integration tasks.

The candidate will drive domain architecture, requirements derivation, and system verification, applying DoD identity standards and secure communications while coordinating with executives and technical staff.

Qualifications

• DoD 8570 IAT Level II certification required.
• Must have experience drafting ITSRs and technical solutions reports.
• Experience with REST/SOAP APIs, JSON/XML, TLS and ICAM protocols.
• Demonstrated mastery of UAF/DoDAF models and SysML using Cameo.
• Experience enforcing FICAM, FIPS 201, NIST SP 800-series, PKI and OSDP security standards.
• Strong verbal and written communication; able to present to executives.

Responsibilities

• Assist ASE with needs analysis and ITSR drafting.
• Conduct Solution Assessments and SE technical reviews (SETR).
• Lead full-lifecycle software delivery teams across requirements to testing.
• Define software interfaces and data exchange standards; plan integration across edge to enterprise systems.
• Enforce security policies aligning with Federal/DoD standards (FICAM, PKI, OSDP).
• Create and align enterprise models using UAF/DoDAF/SysML in Cameo.
• Recommend optimizations and deliver integration roadmaps for mission needs.
