Qualifications

Job description

Central Strategies is seeking a Senior Systems Engineer to support the U.S. Coast Guard (USCG). This position supports enterprise digital transformation, systems modernization, and automation initiatives aligned with Coast Guard Force Design 2028 objectives.

The Senior Systems Engineer will provide technical leadership, systems engineering expertise, and integration support across enterprise transformation activities, automation pilots, digital engineering initiatives, and modernization efforts within the CGOne environment. The role will support planning, coordination, analysis, implementation, and governance activities associated with enterprise technology modernization and mission enablement.

This individual will work closely with Coast Guard leadership, program managers, enterprise architects, developers, cybersecurity teams, cloud and data engineers, and mission stakeholders to define technical requirements, evaluate solutions, and ensure alignment between operational needs and enterprise engineering objectives.

Work Location: Hybrid in Washington, DC, with up to 50% telework. Full-time, day shift; no routine travel anticipated.

Key Responsibilities
  • Provide systems engineering support for Coast Guard digital transformation, modernization, and automation initiatives.
  • Analyze operational requirements and develop technical recommendations that support enterprise modernization objectives.
  • Support systems integration, requirements management, architecture development, solution engineering, and implementation planning activities.
  • Develop systems engineering artifacts including concepts of operations (CONOPS), requirements documentation, interface definitions, workflows, and technical assessments.
  • Support automation pilot evaluations, feasibility assessments, and implementation planning for emerging enterprise capabilities.
Digital Engineering, MBSE & Architecture Modeling
  • Translate operational requirements and concepts of operations into traceable UAFML model artifacts that support digital engineering, modernization, and architecture decision‑making.
  • Build and maintain enterprise and system architecture models in Cameo Enterprise Architecture, including diagrams, elements, views, and supporting model documentation.
  • Execute model queries, validation checks, and trade studies to inform technical and engineering decisions.
  • Apply model‑based systems engineering (MBSE), SysML, BPMN, and enterprise architecture methods as appropriate to modernization and integration activities.
  • Coordinate with cloud, cybersecurity, data, application development, and enterprise architecture teams to support scalable and integrated enterprise solutions.
  • Support enterprise architecture alignment and integration activities across multiple Coast Guard mission systems and platforms.
  • Identify opportunities for process automation, workflow optimization, and operational efficiencies across technical and mission environments.
  • Support development of technical roadmaps, migration plans, implementation strategies, and integration approaches for modernization initiatives.
Governance, Technical Leadership & Program Support
  • Participate in governance boards, technical reviews, stakeholder meetings, engineering working sessions, and program status briefings.
  • Monitor project risks, dependencies, technical issues, and integration impacts across concurrent modernization initiatives.
  • Provide technical input to program leadership and mission stakeholders regarding systems engineering tradeoffs, integration considerations, and implementation risks.
  • Contribute to continuous improvement efforts, technical standards development, engineering governance, and operational readiness planning.
Required Qualifications
  • Bachelor's degree in Systems Engineering, Engineering, Computer Science, Information Technology, or a related discipline with 8-10 years of related experience; or a Master's degree with 6-10 years of related experience. Additional experience may be considered in lieu of a degree.
  • Experience supporting complex Federal IT, systems engineering, enterprise modernization, or digital transformation programs.
  • Experience with systems integration, enterprise architecture, solution engineering, or modernization initiatives involving multiple technical domains.
  • Familiarity with systems engineering lifecycle processes, requirements management practices, traceability, and technical documentation.
  • Strong written and verbal communication skills, including the ability to communicate technical concepts to engineering, program, and mission stakeholders.
  • Ability to work effectively across multidisciplinary teams and contribute to technical reviews, governance activities, and stakeholder coordination.
  • Ability to obtain and maintain a DHS Public Trust.
Preferred Qualifications
  • Experience supporting DHS or U.S. Coast Guard programs.
  • Familiarity with cloud technologies such as AWS and Microsoft Azure.
  • Experience with ServiceNow, Salesforce, or enterprise automation platforms.
  • Knowledge of enterprise integration, digital engineering, and automation governance practices.
  • Experience applying MBSE, SysML, BPMN, UAF/UAFML, or enterprise architecture frameworks in complex engineering environments.
  • Hands‑on experience developing or maintaining architecture models in Cameo Enterprise Architecture.
  • Experience supporting technical roadmaps, migration strategies, modernization planning, or operational readiness activities.
