Job summary

The City of Rocky Mount is seeking a Senior Services Manager to lead the senior division, overseeing operations, budgeting, and staff. You will supervise three full-time staff, hire and evaluate, and ensure the operation of a senior center and pools while engaging with the community to provide resources.

Ideal candidates will have a bachelor’s degree or equivalent, at least four years in a related field, and lifeguard/AFO/CPO certifications.

Qualifications

  • Bachelor’s degree or equivalent.
  • Four (4) years’ experience in a related field.
  • Or an equivalent combination of education and experience.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State.

Responsibilities

  • Designs, plans, and implements programs for senior citizens’ activities.
  • Establishes relationships with groups and individuals to foster support for senior programs.
  • Trains, supervises staff, conducts staff meetings, and oversees office operations.
  • Prepares and administers division budgets; develops funding sources; processes purchase orders; secures grants.
  • Prepares schedules, calendars, posters, and newsletters; manages facilities and safety.
  • Oversees aquatic facilities management and customer service.
  • Supervises and coordinates a team providing services and projects.
  • Performs other related duties as assigned.

Job Requirements
  • Designs, plans, and implements a program of activities for senior citizens, including exercise programs, instructional classes, athletic leagues, senior trips, club meetings, local and state final senior games, special events, educational seminars, and referral services.
  • Establishes and maintains relationships with groups and individuals within the division’s service area that foster public acceptance and support for senior programs.
  • Trains, assigns, directs, supervises, evaluates, and disciplines personnel; conducts staff meetings; supervises Senior Center office operations; signs and monitors time sheets.
  • Prepares and administers division budgets; develops alternate funding sources; prepares and processes purchase orders and payment requests; transfers funds as needed; solicits and secures grants; implements fund raising projects.
  • Prepares and dispenses schedules, calendars, and press releases, designs posters, flyers, registration forms, and newsletters.
  • Purchases supplies for classes, projects, fitness center, and athletic leagues.
  • Monitors facility and grounds for safety, repair needs, and maintenance related issues.
  • Establishes and maintains contact with local government and private agencies offering services for seniors, forms partnerships with external agencies as appropriate.
  • Oversee the work of a team engaged in providing specific services, completing specific projects, or assisting other units.
  • Provides management of full-time staff, budget management, program development, aquatic management, and customer service.
  • Performs other related duties as assigned.
Minimum Qualifications
Education and Experience
  • Bachelor’s degree or equivalent.
  • Four (4) years’ experience in a related field.
  • Or an equivalent combination of education and experience.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.

SUPERVISORY AND MANAGEMENT RESPONSIBILITIES
  • This position has direct supervision over Administrative Assistant (1), Recreation Center Supervisor (1), Building Service Worker (1), and other part-time personnel.
PHYSICAL DEMANDS
  • The work is performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects and climbs ladders.
  • The work is medium work which requires exerting up to 50 pounds of force occasionally,
  • and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
  • Hearing 1: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination sound.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking 1: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • WORK ENVIRONMENT
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.
