Job summary

The City of Lincolnton is seeking a skilled supervisor for the Parks and Recreation Department to oversee maintenance of parks, grounds, facilities, and cemetery areas. The role requires leadership of full-time and seasonal staff and coordination with contractors on special projects.

You will ensure work adheres to OSHA standards, plan maintenance and repairs, and participate in events and system operations, including pool and cemetery upkeep. Strong supervisory and safety focus is essential.

Qualifications

Graduation from high school or GED equivalency and 3-5 years’ experience general grounds and building maintenance with some supervisory experience.
Possession of a valid North Carolina driver’s license.
CPR, AED and/or First Aid certification or ability to obtain within one year of hire.
Certified Playground Safety Inspector or ability to obtain within three (3) years of hire.
Possession of Public Pesticide Operator Certification or ability to obtain within two (2) years of hire.

General Statement of Duties

Performs difficult skilled work supervising and participating in the installation, construction, repair, maintenance and care of municipal park grounds and facilities, ball fields, walking trails, municipal cemetery and all recreation centers and grounds in the City’s Parks and Recreation Department. Assists and participates in special projects and events.

Distinguishing Features of the Class

An employee in this class supervises full and part-time staff and seasonal workers in the maintenance and repair of all parks and recreational grounds, buildings, walking trails, ball fields, playgrounds, and cemetery. Employee plans for maintenance, repair, and landscaping activities of park grounds and buildings. The employee assists with pool maintenance, cemetery functions, events, and special projects. The employee ensures that all work is performed according to OSHA standards, rules and regulations. Work is performed under the general supervision of the Building and Grounds Superintendent and is evaluated through basis of attainment of individual and work crew objectives, safety of employees, responsiveness to requests and complaints, leadership, reports, conferences, community feedback, and the observation and inspection of park facilities, grounds, and the completion of jobs.

Ensures proper operation of park ground’s sprinkler systems and heating/air systems.

Ensures vehicles and equipment are maintained and operational at all times.
Operates trucks, tractors and various mowing equipment in maintaining park grounds and walking trails.
Reports safety/security issues, and losses/damages to the Director.
Marks off athletic ball fields to current required standards.
Assists in the cleaning of park facilities, restrooms, and administrative offices.
Assists in park grounds maintenance and building maintenance and repair.
Assists in the maintenance of the city pool and cemetery.
Assists and participates in planning and execution of events and special projects
Orders equipment and supplies.
Cuts and plants grass on park grounds and playing fields.
Oversees and/or performs minor electrical, plumbing and carpentry work.
Performs related duties as required.

Considerable knowledge of the methods, tools, and equipment utilized in parks and recreation maintenance and repair.
Considerable knowledge of the methods and equipment employed in the landscaping and turf management of sports fields.
Considerable knowledge of OSHA regulations and applicable safety standards associated with assigned work.
Knowledge of effective supervisory and management principles and practices.
Working knowledge of minor electrical, plumbing, and carpentry trades.
Ability to demonstrate the proper methods of equipment operation to less skilled personnel.
Ability to develop short- and long-range plans as they pertain to grounds and building maintenance.

Physical Requirements

Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, repetitive motions, feeling, talking, and hearing.
Visual acuity is required for depth and color perception, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, working with data and figures, preparation and analysis written or computer data, inspection of small defects and/or small parts, assembly or fabrication of parts at or within arms’ length, and observing general surroundings and activities.
Vocal communication is required to express or exchange ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Must be able to perform some heavy work occasionally requiring exertion of 100 pounds of force.

Working Conditions

Work is performed primarily in outside environmental conditions including extreme heat and cold with snow and ice. Employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level. Employee is subject to vibration, such as exposure to oscillating movements of the extremities or whole body. Work subjects the employee to inside and outside environmental conditions in extreme hot and cold weather, loud noises, vibrations, proximity to moving mechanical parts, electrical current, exposure to chemicals, fumes, odors, dusts, mists, gases, and oils. Duties may expose the employee to human body fluids, and is subject to OSHA regulations on blood borne pathogens.

Employee is subject to atmospheric conditions due to exposure to fumes, odors, and dusts. This employee may work in close quarters which could cause claustrophobia. The employee must wear hearing/visual protection while performing most field work and may be exposed to Bloodborne pathogens requiring specialized personal protective equipment.

Desirable Education And Experience

Graduation from high school or GED equivalency and 3-5 years’ experience general grounds and building maintenance with some supervisory experience; or an equivalent combination of education, training, and experience in the public or private sector providing the necessary knowledge, skills, and abilities to adequately perform the essential duties.

Special Requirements

Possession of a valid North Carolina driver’s license.
CPR, AED and/or First Aid certified or ability to obtain within one year of hire.
Certified Playground Safety Inspector or ability to obtain within three (3) years of hire.
