Job summary

First Tennessee Human Resource Agency is seeking an experienced Senior Community Service Employment Program Manager to lead the SCSEP at our Johnson City headquarters.

The role reports to the Executive Director and includes full benefits, a competitive salary scale, and a Monday–Friday schedule with no weekend work. Responsibilities cover operations, budgeting, staffing, and program development in a federally funded environment.

Qualifications

• Must be proficient in Microsoft Office Suite, including Word and Excel.
• Excellent organizational skills are required.
• Must be organized and detail oriented.
• Must be able to work with minimal supervision.
• Must possess and maintain a valid driver’s license and good driving record.

Responsibilities

• Oversee daily operations and overall direction of the SCSEP program.
• Manage budgets, financial reports, and procurement according to contract guidelines.
• Prepare reports for SCSEP, FTHRA, Advisory Council and partners.
• Plan and supervise recruitment, orientation, placement and training of participants.
• Develop program policies and ensure compliance with federal grantor guidelines.
• Coordinate with host agencies and funding sources; act as liaison with stakeholders.
• Ensure program activities adhere to agency rules and program policies.
