Job summary

First Tennessee Human Resource Agency is seeking a Senior Community Service Employment Program Manager in Johnson City, TN. This full-time on-site role oversees the SCSEP program, including daily operations, budgeting, policy development, and staff supervision within a federally funded training framework.

The position reports to the Executive Director and offers full benefits, 14 paid holidays, PTO and participation in the TN state pension.

Qualifications

• Must have genuine desire to work with seniors.
• Must be able to accurately compile and maintain records and reports.
• Proficient in Microsoft Office Suite, including Word and Excel.
• Excellent organizational skills required.
• Must be organized and detail oriented.
• Must be able to work with minimal supervision.
• High School diploma required; Bachelor's degree preferred.
• Must possess and maintain a valid driver’s license and good driving record.

Responsibilities

• Oversee daily operations of the SCSEP program.
• Budget preparation and financial management of programs.
• Recruit, train and supervise program personnel and participants.
• Establish policies and procedures under federal guidelines.
• Collaborate with state/federal departments and funding sources.
• Represent the agency to host agencies and advisory councils.
• Prepare reports to meet administrative and program needs.
