Job description

The U.S. Army Medical Research Development Command (USAMRDC) manages and executes research in five basic areas: combat casualty care, military infectious diseases, military operational medicine, and chemical biological defense. The USAMRDC is program coordinator for DoD medical research programs focused on the prevention, mitigation and treatment of blast injuries as well as the manager for the Joint Trauma Analysis and Prevention of Injury in Combat program which informs solutions that prevent or mitigate injury during the full range of military operations, by collaborative collection, integration, analysis and storage of data from operations, intelligence, materiel and medical sources. Six medical research laboratory commands execute the science and technology program to investigate medical solutions for the battlefield. USAMRDC also manages a large extramural research program with numerous contracts, grants, and cooperative research and development agreements to provide additional science and technology capabilities from leading academic, private industry, and other government organizations.

The Chemical, Biological, Radiological and Nuclear (CBRN) Defense Coordinating Office (DCO) does the following: (1) assists the Defense Threat Reduction Agency (DTRA) Joint Science and Technology Office for Chemical Biological Defense (JSTO-CBD) in the planning and execution of science and technology funding at USAMRDC laboratories, including funding for chemical and biological defense pretreatments and prophylaxes, therapeutics, diagnostics, basic research and supporting science and technologies, and infrastructure and core capabilities; (2) assists the Joint Program Executive Office for Chemical Biological Defense (JPEO-CBD) in the planning and execution of collaborative research, development and acquisition activities and advanced development funding with USAMRDC and its laboratories; (3) coordinates infrastructure support funding for USAMRDC laboratories in coordination with the Office of the Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs/Chemical and Biological Defense Programs (OASD(NCB/CB)), facilitates coordination and planning of military construction and initial outfitting, transition, and equipment (IOT&E) funding within the Defense Health Program (DHP), and facilitates coordination of operations and maintenance funding from the DHP with the research program at USAMRDC laboratories; and (4) provides planning support for the biennial Shoresh Meeting between the United States and Israel in support of Data Exchange Agreement (DEA)

A-77-IS-1230. CBRN DCO will coordinate with the Office of the Principal for Acquisition (Research and Technology), DTRA JSTO-CBD, JPEO-CBD, and USAMRDC subordinate laboratories to plan, program, and budget an integrated research program within the DHP RDT&E appropriations and conduct activities in coordination with the Assistant Secretary of Defense for Health Affairs (ASD(HA)), Chemical Biological Defense Program (CBDP), and others.

The scope of this contract is to provide all necessary personnel required to provide services in the areas of administrative management, scientific analysis, technical and financial management in support of USAMRDC and the CBRN DCO. This award will provide administration, integration, coordination, and execution of its medical research and development management efforts.

NOTE: Position will require an ACTIVE, Secret Clearance

Position Objective: To provide services as a Senior Scientist in support of The U.S. Army Medical Research Development Command (USAMRDC), Chemical, Biological, Radiological and Nuclear (CBRN) Defense Coordinating Office (DCO).

Duties and Responsibilities:

  • Assist PM with ensuring all program tasks are completed within PWS standard.
  • Primary technical program expert.
  • Coordinate with program managers, laboratories, and their staffs to develop information.
  • Prepare and present information papers, briefings, and other tailored information to respond to a wide range of routine and short suspense inquiries and formal taskings from internal or external DoD sources, to include presentation of information to General/Flag Officers and other senior military and civilian executives within Headquarters USAMRDC and the Headquarters, Defense Health Agency.
  • Provide strategic planning, and other business support functions to include travel coordination and data management.
  • Participate in enterprise planning meetings.
  • Perform research and analyses to support DoD responses to audits of DoD CBDP activities.
  • Develop or manage data exchange agreements, memoranda of agreement, and commitment responsibilities associated with collaborations with interagency, international, and industry partners.

Basic Qualifications:

  • PHD in biomedical or chemical field.
  • Requires 12+ years of experience with the US Government in planning and managing costs, schedules, and performance of scientific/ medical research programs and diverse technical skills to provide efficient and effective support to funding agencies and subordinate commands.
  • Must have an ACTIVE, secret clearance.

  • Excellent analytical and interpersonal, organizational, and time management skills.
  • Strong communication skills, both oral and written.
