Job description

Overview:
ASR International Corporation has an opportunity for a Senior Scheduler position supporting design and construction projects. The work will consist of Project Construction Phase Services, specifically Scheduling Services.

Place of Performance: Fully remote/hybrid work, no on-site presence required. This is a full-time remote/telecommute position.

Period of Performance: June 2025 – June 2030

Workdays/Hours: Monday through Friday, 8 hours per day (core work hours are between 1:30 PM to 5:30 PM Central Europe Time)
Job Description/Responsibilities:
  • Construction Schedule Analysis and Review: Monitor development and updating of project construction schedules to facilitate timely and cost-effective completion of the top 10 most critical projects. Key schedules to review include: Preliminary, Initial, Monthly Periodic Updates, and their associated Narratives and S curves. Integrate analysis into monthly (minimum) updates to RMS Milestones, Placement Curves and Status Sheet Reports for the top 10 projects. Top 10 critical projects will be defined by the construction division leadership and contracting officer’s representative during the course of contract execution. Review project plans and specifications to confirm activities and logic are accurately detailed. Fully participate in contractor monthly periodic schedule update meetings. Properly document, file, and store all products, documents, and training properly in Resident Management System (RMS), or transfer to the Government COR via AMERDEC DOD SAFE file transfer site.
  • Schedule Risk Management: Provide critical path method schedule analysis to identify current and potential schedule risks and issues, and potential solutions to mitigate and minimize schedule delays. Provide monthly risk summary for top 10 most critical projects, and present solutions to mitigate and minimize schedule risk. This should be in the form of the USACE standard Risk Register format. Provide schedule analysis and trending to support successful construction.
  • Cash Flow Forecasting: Ensure accuracy of monthly S-Curve/Schedule Variance Diagrams (SVC) derived from schedule files for financial placement and forecasts. Check construction contractor’s S curve to assure accuracy. Provide comments in RMS as needed for COR review.
  • Changes, Delay and Claim Analysis: Review contractor-provided time impact analysis to assess critical path and top float paths for current and potential impacts within the projects. Validate accuracy and conformance to specification requirements including proposed logic changes, added or deleted activities, and original and remaining duration changes. Ensure proposed changes in schedule TIAs are relevant to scope of the change and revisions proposed are detailed to accurately depict any impact. Provide prospective analysis in current and anticipated changes, and retrospective forensic analysis as needed by nature of the impact for changes to contract, REAs and Claims. Participate in government time-related meetings and negotiations with contractor. Summarize schedule analysis in Pre-Negotiation Objective and finalized Price Negotiation Memorandum.
  • Internal TIA Creation: Create time impact analysis for potential and current contract changes for internal assessment and “what-if” scenarios with contract modifications on the top 10 projects. Assume 10 changes per month. Assist with prioritizing issues and coordinate workarounds with COR, field office, stakeholders, contractors and District team members as needed.
  • Construction Scheduling Training and Technical Support: Provide monthly training to Europe District staff with construction scheduling and technical support for Primavera P6. This formal training shall be delivered via the web on shared screens and be approximately 2 hour per month, and include supporting documentation/ training materials that are distributed to the Government Team to facilitate understand the subject of each class.
  • RMS Monthly Updates: Check and update RMS schedule milestones, RMS placement curves, and RMS Status Sheets for the Top 10 projects to assure that correct Construction Completion Dates and BOD Dates are accurately reported each month.
  • Meeting Attendance & Minute Taking: Attend as required any schedule meetings and monthly review meetings with/for the COR. Provide meeting minutes on all meetings attended to the COR within 3 business days. Minutes to include but are not limited to do summary of all key notes from meeting and due-outs stating who is responsible for the resolution of the issue and when.
Qualifications/Requirements:
  • Must be a U.S. citizen.
  • Must be PMI-SP (Project Management Institute Scheduling Professional) certified. This certification includes technical aspects but focuses on overall schedule program management. Equivalent certification from different provider may be considered.
  • Thoroughly proficient in the utilization of the U.S. Army Corps’ Resident Management System (RMS), Primavera P6, Acumen Fuse, SMART-PM and Microsoft Office software suite.
  • Demonstrated experience in schedule integration of complex operational projects.
  • Must be fluent in American English, both written and spoken, grammar, spelling and technical report writing.
