Job summary

Kearney & Company is seeking an experienced Senior Staff Budget Analyst to support Government Program Element Monitors (PEMs). You will analyze funding, formulate budgets, track execution, and deliver actionable reports across DAF and DoW financial activities.

This Washington, DC role requires extensive PPBE knowledge, SAP experience, and the ability to work onsite five days a week. You will coordinate with stakeholders, prepare annual funding estimates, and support congressional reporting.

Qualifications

• Bachelor's degree or seven years of relevant federal finance experience.
• Minimum of 10 years' experience in federal finance and accounting functions including Budget Formulation, Justification, Execution, and Tracking/Review.
• Minimum of 2 years working in SAP environments.
• Strong knowledge of budgetrelated laws, regulations, and methods; ability to operate in a dynamic DoW environment.
• Experience conducting extensive analysis and research on business process errors and failures, including resolutions.
• Ability to develop solutions for process breakdowns and present findings to the government PEM.
• Active TS/SCI clearance with SAP eligibility.

Responsibilities

• Provide analysis, recommendations, and tracking of program funding.
• Learn and document program business processes; build relationships with stakeholders.
• Explain DAF/DoW PPBE processes and financial regulations to team and partners.
• Administer distribution of funds to field organizations.
• Support budget formulation activities and annual funding estimates.
• Support PPBE processes, meetings, POM, PBR, and PB cycles.
• Support congressional reporting and prepare annual reports to Congress.
• Draft, track, and analyze budget reports and perform reconciliations.
• Identify and resolve budget issues; document corrective actions.
• Train others on complex financial process resolution steps.
• Review policy and propose improvements to budgeting processes.
• Oversee budget execution for DAF and DoW appropriations.
