Job summary

Luster National, Inc. in San Francisco seeks a Senior Right of Way Engineer to lead complex transit right-of-way work, including plans, legal descriptions, parcel maps, easements, and coordination across design, survey, and construction to ensure access when needed.

The role emphasizes mentorship, extensive experience (15+ years), interfacing with agencies, and ensuring certifications and documentation meet program milestones.

Qualifications

• Requires Bachelors in engineering or related field; 15+ years right-of-way experience on large infrastructure.
• Experience reviewing right-of-way plans, legal descriptions, parcel maps, and easement exhibits.
• Knowledge of boundary law, title research, record-of-survey requirements, deeds, plats, title reports, and federal/state ROW regulations.
• Experience coordinating with acquisition agents, appraisers, surveyors, utility owners, railroads, and legal counsel.

Responsibilities

• Review right-of-way plans, parcel maps, legal descriptions, and easement exhibits for alignment and rights.
• Oversee ROW engineering deliverables through agency review and closure of comments.
• Evaluate design changes for ROW impact and advise on acquisition risk and schedule exposure.
• Coordinate temporary and permanent easements, rights of entry, and access agreements.
• Oversee title research, boundary resolution, and record-of-survey work by licensed consultants.
• Coordinate across acquisition agents, appraisers, legal counsel, and agency staff to align parcel delivery with construction.
• Mentor less experienced ROW engineers and review work for technical accuracy.
