Job summary

Luster National seeks a Senior Right-of-Way Engineer to support major transit capital programs including light rail and bus corridors. You will handle right-of-way plans, legal descriptions, parcel documents, and coordination across design, survey, acquisition, and construction to ensure property is available when needed.

The role emphasizes mentorship of junior staff, expertise in property rights, and collaboration with cross-functional teams to meet project milestones.

Qualifications

• Bachelor’s degree in engineering (civil, transportation, or related)
• 15+ years of right-of-way engineering for large, complex projects
• Experience reviewing right-of-way plans, legal descriptions, parcel maps, and easement exhibits
• Knowledge of boundary law, title research, and right-of-way regulations incl. Uniform Act
• Experience coordinating with acquisition agents, appraisers, surveyors, utility owners, railroads, and counsel

Responsibilities

• Review right-of-way plans and easement exhibits for alignment and rights
• Oversee ROW deliverables through agency review and closure
• Evaluate design changes for ROW impact and advise on risks
• Coordinate temporary and permanent easements and access agreements
• Oversee title research and boundary resolution before acquisition
• Coordinate utilities relocations and third-party interests
• Coordinate street vacations and property transfers within ROW
• Review ROW documentation for funding milestones and audits
• Coordinate with acquisition agents, appraisers, and legal counsel to stay aligned with schedule
• Support construction on property rights interpretation and temporary easements
• Mentor junior ROW engineers and reviewers for accuracy and standards
