Job summary

Luster National, Inc. is seeking a Senior Right-of-Way Engineer to support large transit capital programs, including rail corridors, stations, tunnels, and guideways.

You will drive right-of-way plans, legal descriptions, parcel documentation, and coordination across design, survey, and construction teams. The role emphasizes mentorship of junior staff, rigorous regulatory knowledge, and collaboration with agency staff to align parcel delivery with construction schedules.

Qualifications

• Bachelor’s degree in engineering (civil, transportation, or related).
• 15+ years of right-of-way engineering experience for large, complex projects.
• Experience reviewing right-of-way plans, legal descriptions, parcel maps, and easement exhibits.
• Knowledge of boundary law, title research, and federal/state regulations including the Uniform Act.
• Experience coordinating with acquisition agents, appraisers, surveyors, utility owners, railroads, and legal counsel.
• Ability to pass a background check and site safety orientation.
• Experience with AutoCAD Civil 3D, MicroStation, ArcGIS.

Responsibilities

• Review right-of-way plans, parcel maps, legal descriptions, and easement exhibits and ensure they match the project needs.
• Oversee right-of-way engineering deliverables through agency review and closure.
• Evaluate design changes for right-of-way impact and advise on risks and mitigation options.
• Coordinate temporary and permanent easements, rights-of-entry, and access agreements.
• Oversee title research, boundary resolution, and review of findings before acquisition decisions.
• Coordinate with acquisition agents, appraisers, surveyors, utilities, railroads, and legal counsel.
• Mentor junior engineers and ensure technical accuracy and conformance with standards.
