Job summary

Luster is seeking a Senior Right of Way Engineer in Seattle, WA to lead ROW planning for large transit programs. You will guide parcel mapping, legal descriptions, easement coordination, and cross‑disciplinary teamwork across design, survey, acquisition, and construction to ensure timely property access.

Ideal candidates bring 15+ years of ROW experience, familiarity with boundary law, and proficiency in AutoCAD Civil 3D, MicroStation, ArcGIS, and Office 365.

Qualifications

• Bachelor's degree in engineering (civil/transportation) or related field.
• 15+ years of right‑of‑way engineering experience on large, complex projects.
• Experience reviewing right‑of‑way plans, legal descriptions, parcel maps, and easements.
• Knowledge of boundary law, title research, deed, plats, and Uniform Act requirements.
• Coordination with acquisition agents, appraisers, surveyors, utilities, railroads, and counsel.
• Ability to pass background check and site safety orientation.
• Experience with right‑of‑way plan production and parcel mapping software (AutoCAD Civil 3D, MicroStation, ArcGIS).
• Proficiency with Microsoft Office Suite/Office 365.

Responsibilities

• Review right‑of‑way plans, parcel maps, legal descriptions, and easement exhibits.
• Oversee right‑of‑way deliverables through agency review and closure.
• Evaluate design changes for right‑of‑way impact and advise on risk and schedule.
• Coordinate temporary and permanent easements and access agreements.
• Oversee title research, boundary resolution, and record‑of‑survey work.
• Analyze utility relocations and third‑party interests affecting corridor availability.
• Coordinate street vacations, property transfers, and rights within ROW.
• Review documentation for certification milestones and audit readiness.
• Coordinate with acquisition agents, appraisers, surveyors, and legal counsel.
• Mentor junior right‑of‑way engineers and ensure quality and standards.
