Job summary

Oneida ESC Group is seeking a Cultural Resource Lead to guide and grow cultural resource services across the Pacific Northwest, Mountain West, and Great Basin. The role blends business development, client leadership, staff supervision, and technical direction to ensure strong project delivery and financial performance.

The ideal candidate has 15+ years in cultural resources, with deep knowledge of Section 106, NEPA, ARPA, tribal consultation, and compliance requirements.

Qualifications

• Bachelor’s degree in Archaeology, Anthropology, History, Cultural Resource Management, or a closely related field.
• Master’s degree preferred.
• 15+ years of progressively responsible cultural resource experience.
• Experience developing business, winning work, and growing revenue/backlog.
• Strong knowledge of NHPA, NEPA, ARPA, and regional cultural resource requirements, across Pacific Northwest and Great Basin.
• Experience with tribal government consultation and cross-cultural coordination.
• Ability to travel to client meetings and project sites across regions and beyond.

Responsibilities

• Lead business development for cultural resource services across the Pacific Northwest, Mountain West, and Great Basin, prioritizing Washington, Oregon, Idaho, Nevada, and Utah.
• Identify, qualify, and pursue federal, state, tribal, municipal, utility, transportation, energy, and private-sector opportunities.
• Develop capture strategies, client growth plans, and teaming relationships.
• Lead or support proposals, scopes of work, fee development, interviews, and contract negotiations.
• Coordinate with leadership to cross-sell services and expand strategic accounts.
• Maintain an active pipeline and forecast pursuits, backlog, staffing, and revenue opportunities.
• Build and maintain relationships with clients, agencies, tribes, and partners.
• Represent the company at industry events and client meetings.
• Provide operational leadership for regional cultural resources practice, including staffing, workload planning, and financial performance.
• Ensure compliance with NHPA, NEPA, ARPA, and regulatory guidance.
