Job summary

Parsons is seeking a Senior Recruiting Specialist to join our Engineered Systems team. You will manage full-cycle recruiting for cleared and uncleared positions supporting defense, intelligence, construction & engineering, systems integration, and other mission-critical programs.

Candidates located in the Northern Virginia, Washington, D.C., or Maryland area are preferred, as this position may periodically require in-person meetings, hiring events, and other business activities.

Qualifications

• Bachelor's degree and at least 5 years of related experience, or at least 9 years of relevant recruiting experience in lieu of a degree.
• Experience recruiting for defense, aerospace, intelligence, federal IT, construction and engineering, or government consulting organizations.
• Demonstrated success recruiting technical professionals in a high-volume, fast-paced government contracting or consulting environment.
• Experience recruiting candidates for positions requiring Secret, Top Secret, TS/SCI, or other sensitive security clearances.
• Familiarity with government-contract labor categories, contract-specific qualifications, customer staffing requirements, and personnel ramp-up timelines.
• Proven experience sourcing candidates through cleared recruiting networks, professional associations, university and veteran pipelines, employee referrals, and passive-candidate engagement.
• Ability to interpret technical resumes and assess candidates against requirements.
• Knowledge of U.S. employment laws, equal employment opportunity requirements, and applicable recruiting compliance obligations.
• Demonstrated ability to develop compensation-informed offers and negotiate effectively using internal guidance and external market data.
• Strong communication, business acumen, organizational, and relationship-building skills.
• Ability to manage competing priorities, meet time-sensitive staffing objectives, and operate independently.
• Proficiency with Workday, Microsoft Office Suite, and recruiting/sourcing tools.

Responsibilities

• Manage the full life-cycle recruiting process for assigned vacancies in accordance with Parsons' recruiting policies and procedures.
• Develop and execute recruiting strategies for technical and non-technical positions supporting Engineered Systems.
• Translate job requirements, contract labor-category requirements, security requirements, and customer staffing needs into targeted sourcing and screening plans.
• Build and maintain reusable talent pipelines aligned with Engineered Systems' growth areas and program needs.
• Maintain a skills inventory and candidate pipeline for cleared and other scarce technical talent.
• Source, assess, and engage candidates through cleared recruiting networks, professional associations, universities, veteran programs, employee referrals, passive-candidate outreach, and other targeted channels.
• Partner with hiring managers, program leadership, engineering organizations, and corporate stakeholders to establish priorities, clarify requirements, and maintain regular recruiting communications.
• Screen candidates against technical qualifications, contract labor-category requirements, education, experience, certifications, and security-clearance criteria.
• Coordinate interviews, selection activities, background requirements, and hiring approvals.
• Support proposal pursuits and surge staffing requirements
• Provide recruiting status, pipeline health, staffing risks, and recommended mitigation actions to leadership.
• Maintain accurate and timely candidate and requisition information in Workday and related recruiting systems.
• Ensure recruiting activities comply with applicable employment laws, company policies, contract requirements, and information-handling procedures.
