Job summary

Egis, a global architectural and engineering firm, is seeking a senior leader to lead the development and implementation of the System Safety Assurance and Certification Framework for California High-Speed Rail in Sacramento. The role ensures compliance with FRA requirements, CFR regulations, and Authority standards across design, construction, testing, and commissioning.

Qualifications

• 12–15+ years in rail safety, assurance or certification (HSR preferred).
• Strong knowledge of FRA regulations (49 CFR) and U.S. compliance frameworks or international equivalents.
• Experience on large-scale rail programs (> $1B) with multi-contract integration.
• Background in systems engineering, testing & commissioning, or assurance.
• Experience working with regulators and independent assessors.

Responsibilities

• Establish and maintain the SSPP aligned with FRA expectations.
• Lead hazard identification, risk assessment, and mitigation tracking.
• Coordinate safety across civil, systems, and operations.
• Develop and implement the Certification Management Plan.
• Oversee production of Certificates, Declarations, and Compliance Evidence.
• Interface with FRA; manage submissions for safety certification and waivers.
• Ensure 49 CFR alignment across design, construction, testing, and commissioning.
• Embed certification in the Systems Engineering Management Plan and coordinate with all CP packages.
• Lead testing, verification and ISA activities.
• Support revenue service readiness reviews and Go/No-Go decisions.
