Job summary

City of New York's Department of Health and Mental Hygiene seeks a Deputy Agency Chief Contracting Officer to lead the ACCO's Office, manage multiple units, and direct a team of managerial, professional and administrative staff in procurement, contracting and purchasing functions.

The role oversees the Purchasing and M/WBE Units, drives policy implementation, collaborates with stakeholders, and ensures compliance with City Charter, PPB Rules, and local laws while maintaining expertise in

Qualifications

• Strong knowledge of the NYPPB Rules, City Charter, and Local Laws pertaining to procurement.
• Extensive experience managing procurement in a government agency.
• Exceptional organizational, analytical, and managerial skills.
• Superior oral, written, and negotiation skills.
• Proficiency in PASSPort and FMS.

Responsibilities

• Manage the Purchasing Unit, ensuring purchases are processed efficiently, timely, and in full compliance with procurement rules.
• Lead the M/WBE Unit and integrate M/WBE goals into procurement planning and contract management.
• Collaborate with internal and external stakeholders to ensure efficient procurement processes.
• Develop strategies to anticipate and meet agency procurement needs.
• Review and approve procurements, contract awards, and responsibility determinations for the ACCO.
• Ensure compliance with the City Charter, PPB Rules, and local laws.
• Maintain expertise in procurement systems (DMSS, FMS, PASSPort, ConTrak, Purchasing).
