**Air Liquide is hiring for a Senior Proposal Manager in Houston, TX.**

The mission is to manage proposal efforts concerning all customers and markets in the Americas and ensure that Group policies and procedures are used appropriately, whether the work is externally driven or internally driven.
Job Responsibilities
- Meet or exceed the company’s safety standards
- Comply with E&C Global and Local engineering standards and other industry standards
- Serve as the contact person for sales and client support, formulating the sales/proposal strategy
- Lead and manage multinational proposal teams working on proposals across one or multiple E&C Centers, developing key technical deliverables (scope of work, technical specifications, datasheets, risk & benchmark analysis) and associated estimations
- Support the development of technically and economically optimized solutions to meet customer demands, establishing a sound foundation for project execution
- Actively participate in contract negotiations with customers
- Assure the integrity of all project solutions and project execution schemes
- Ensure all proposals are reviewed and approved, as appropriate per Air Liquide requirements, before submission to the customer
Tasks
- Coordinate with functions of different centers (e.g., Project Management, Technical/Solution Development, Process, Legal, Commercial Project Management) to develop a comprehensive, optimized technical solution with scope definition and engineering hours
- Generate planning of proposal phase, including required resources, and actively support the preparation of proposal/contract documents such as technical scope definitions and commercial contracts
- Manage development of the solution; initiate site visits, stakeholder brainstorming, and scenario development meetings as necessary
- Work with Technical/Solution Development team to develop / finalize the proposal design basis and the technical proposal, including technical specification and associated deliverables
- Work with Air Liquide’s IP team to ensure freedom to propose the technical solution
- Support and/or lead clarifications / follow‑up meetings as necessary
- Organize / prepare all necessary review meetings & documentation (A, B, RB, ERC, etc.)
- Supervise the cost estimate and organize and participate in all estimate reviews, including benchmarking activities to ensure commercial competitiveness
- Ensure the quality and competitiveness of the proposal
- Ensure that the customer’s input is reflected in the proposed solution
- Interact with key suppliers and procurement to develop project scope and price information for the proposed technical solution
- Ensure the proposal is approved per E&C’s Delegation of Authority prior to customer submittal
- Organize / lead lessons learned discussions after both successful and unsuccessful proposal efforts
Required Qualifications
- Bachelor’s in Chemical Engineering, Chemistry, or equivalent engineering field
- Valid U.S. employment authorization, no current or future need for visa sponsorship
- Experience in business development, including project management and/or proposal or innovation management
- Minimum 5 years of EPC business experience, including Process Engineering, Project Engineering, or related operating experience in Oil & Gas, Petrochemicals & Chemicals
- Familiarity with plant engineering structures, business models, competitors, and the entire value chain
- Strong presentation, communication, and project coordination skills
- Ability to interact effectively with customers
- Demonstrated organization and prioritization of multiple tasks
- Willingness to travel domestically and internationally (up to ~10% of time)
- Open‑minded and solution‑driven
- Good understanding of legal & contractual frameworks; knowledge of financial risks/opportunities is an asset
- Minimum 10 years engineering experience
- Experience coordinating multicultural teams across Project, Proposals, Sales, Estimation, and various Product Lines
Preferred Qualifications
- Knowledge of French or German languages
- Minimum 5 years of experience in Cryogenics Technology
- Master’s in Chemical Engineering, Chemistry, or equivalent engineering field
- Experience living in Europe (especially France or Germany)
- Knowledge of ASU, SMR, ATR, CO2 Capture, Hydrogen Liquefaction, or Electrolysis
- Strong written and verbal communication skills
- Problem‑solving skills and ability to make independent decisions
- Experience interfacing with Marketing, external customers, and partners
- Good coordination and organizational skills
- Understanding of vendor equipment used in industrial gas plants
- Ability to see broad patterns and connections (conceptual thinking)
- Analytical thinking: identify issues, contemplate options, and develop optimal solutions
- Customer focus: understanding customer needs and proposing best solutions for both customers and Air Liquide
