Job summary

Air Liquide seeks a Project Engineering Manager in Houston, TX to lead engineering and procurement for large-scale industrial projects with a strong safety focus and regulatory compliance.

You will coordinate multiple centers, manage design changes, and drive schedules and budgets while engaging with clients and partners. A 10+ year EPC/PM track record is required for this leadership role.

Qualifications

  • Bachelor’s Degree in Engineering (Civil, Mechanical, Chemical, or Electrical) required.
  • U.S. work authorization; visa sponsorship not available.
  • 10+ years of progressively responsible engineering management experience.
  • Experience with EPC/Engineering/Procurement integration and fieldwork.
  • Experience across Rotating Machinery, Mechanical, Electrical, Instrumentation.
  • Knowledge of Air Liquide standards and design procedures.
  • Proficiency with 3D Model Review tools.
  • Background in industrial gas or ASU/H2 facilities.
  • Strong leadership, communication, and collaboration in matrix organization.
  • PM tools and change management knowledge; exposure to cost/schedule.

Responsibilities

  • Lead engineering and procurement execution plans for Pre-FEED/FEED projects.
  • Coordinate and supervise project engineers across centers.
  • Ensure compliance with group standards and safety policies.
  • Manage design changes, cost/schedule impacts, and client negotiations.

Project Engineering Manager (Open)

Location: Houston, TX (HO) - Engineering - E&C

Job Responsibilities:
  • Achieve high safety performance by applying all safety rules within the project.
  • Ensure that required safety action plans are defined and implemented.
  • Ensure compliance with applicable Group Standards and applicable regulations throughout the project lifecycle.
  • Prepare and conduct the capitalization review and share feedback within the organization.
  • Develop Engineering/Procurement execution plan for the Pre‑FEED/FEED and project. Manage the project execution with key focus on Engineering and procurement.
  • Coordinating and controlling engineering activities with different E&C engineering centers, in charge of design, input to scope of work for subcontracting & fabrication and installation of an entire project (or portion of project) up to the scheduled completion, in accordance with Air Liquide HSES corporate policies, contractual commitments (design data, codes, classes etc.), schedule and Engineering budget.
  • Critically reviewing interfaces between technical disciplines and/or project stakeholders. Work with all project stakeholders (procurement, legal, BDs, Operations, vendors, customers, local administrations…) up to transfer to Operations.
  • Ensure the compliance of the project to applicable Group standards, rules and systems and to the relevant external rules and regulation.
  • Ensures project design review plans and technical reviews (HAZOP, P&ID, 3d model and stage gate reviews) are being performed to meet internal and external requirements.
  • Participates in client and internal technical assessments such as HAZOP, HAZID, Operability, and equipment solution/strategies.
  • Ensures technical project execution within time and engineering budget by coordinating and supervising project engineers and engineering resources, managing risks/opportunities, changes and monitoring compliance with Air Liquide HSES requirements and contract commitment.
  • Defines engineering organization procedures, issues the basic data for design and approves general project specifications, ensuring that adequate resources and expertise are available for the area under his/her responsibility.
  • Manage design change management process, identify impacts on cost and schedule and support negotiation(s) with the client (internal or external).
  • Select vendors, contractors with the support of the procurement group.
  • Ensures timely internal and external reporting on engineering activities to project manager and client.
  • Ensures coordination of interfaces among engineering disciplines and with other technical disciplines, vendors, licensors, and partners.
  • Contributes to schedule preparation, actively controls schedule execution and proposes corrective actions when needed.
  • Manage risks and ensure that effective mitigation plans are in place.
  • Extensive knowledge of Air Liquide organization and work processes.
  • Demonstrated ability and extensive experience in leading resolution of complex technical issues involving multiple engineering disciplines.
  • General understanding of Design Codes and Standards applicable to engineering design and construction of ASUs, Hydrogen plants and petrochemical facilities.
  • Assists, as relevant, in construction, installation and commissioning teams in preparing and executing site testing, installation, and commissioning plans/procedures with aftermarket organization support, ensuring constructability, install ability and operability of the design in accordance with project requirements.
  • Coordinating site related activities (RFIs, NCRs, Commissioning planning).
Required Qualifications:
  • Bachelor’s Degree in Engineering (Civil, Mechanical, Chemical, or Electrical Engineering) required.
  • Candidates must have valid employment authorization in the U.S. and must not require visa sponsorship now or in the future. This position is not open for non‑immigrant visa sponsorship.
  • At least 10 years of progressively responsible industry experience in managing engineering/interfaces for large industrial plants.
  • Experience with detailed engineering with EPC, Engineering/Procurement, project engineering and field experience (fabrication site and offshore) preferred.
  • In‑depth knowledge of multiple engineering disciplines (Rotating Machinery, Mechanical, Electrical and Instrumentation) work process with specific experience on design, erection and commissioning of large static and rotating equipment.
  • In‑depth knowledge of Air Liquide engineering design standards and procedures covering all engineering disciplines.
  • Prior experience in using 3D Model Review tools used in plant design.
  • Technical background in industrial gas, industrial projects, ideally in ASUs, H2/He facilities.
  • General knowledge of work processes of engineering disciplines during execution of EPC projects.
  • Results oriented. Influential team leadership skills, good interpersonal and communication skills.
  • Strong safety and reliability mindset.
  • Proven ability to interact positively with clients and maintain positive working relationships at multiple levels of the organization.
  • Demonstrated leadership and the ability to work and make decisions both independently and within a matrix team environment.
  • Very good knowledge of project management methodology tools and techniques.
  • Commercial awareness for managing scope changes during project execution.
Travel requirements:
  • Occasionally to frequent (25% - 30% of work time) depending on location.
Computer Skills:
  • Basic knowledge of Google Suite.
  • Proficiency in Microsoft Project with schedule management skills for preparation of Gantt charts is a plus.
  • Proficient in Microsoft Excel, Word and familiar with review of Primavera schedule.
Preferred Qualifications:
  • Project Management Professional (PMP) certification desired.
