Job summary

BI&A (a Boeing subsidiary) seeks a seasoned Proposal Manager to lead the full lifecycle for high‑value IC/DoW proposals in a fast‑paced federal environment. You will drive pre‑RFP planning, scheduling, writing, and compliance across multiple teams, ensuring deliverables meet stringent FAR/DFARS standards.

The role demands leadership, strategic thinking, and expert communication to coordinate Capture, Pricing, Contracts, and Programs while mentoring writers and managing tools and knowledge

Qualifications

• Bachelor's degree and 10+ years related experience; more years may substitute.
• Active TS/SCI clearance is required.
• Experience delivering large, complex IC/DoW proposals >$100M on single-award deals.
• Understanding of FAR/DFARS, IDIQs (single/multi-award), FFP, T&M, and cost-plus structures.
• Experience leading proposal development for large programs in national security contexts.

Responsibilities

• Manage the full proposal lifecycle from pre-RFP planning through submission and award.
• Develop proposal schedules, compliance matrices, outlines, and writing assignments.
• Facilitate color team reviews and align with capture strategies.
• Collaborate with Capture Managers, Technical SMEs, Pricing, Contracts, and Program teams.
• Ensure proposals comply with RFP requirements and FAR/DFARS regulations.
• Oversee development of proposal graphics, executive summaries, and oral presentations.
• Coach and mentor proposal writers to improve quality.
• Manage proposal tools, templates, and knowledge repositories.
• Provide executive updates on proposal progress and risks.
