Job summary

Boeing Intelligence & Analytics (BI&A) in Annapolis Junction, MD, seeks an experienced Proposal Manager to own end-to-end IC and DoW proposals, coordinating pre-RFP to submission and award with cross-functional teams. Qualifications

• Bachelor's degree and 10+ years of related experience.
• Active TS/SCI clearance required.
• Experience delivering large IC/DoW proposals exceeding $100M on single-award deals.
• Strong understanding of FAR/DFARS and OTA regulations.
• Ability to lead proposal development for large programs in national security.

Responsibilities

• Manage the full proposal lifecycle from pre-RFP planning through submission and award.
• Develop proposal schedules, compliance matrices, outlines, and writing assignments.
• Facilitate color team reviews and align with capture strategies.
• Collaborate with Capture Managers, Technical SMEs, Pricing, Contracts, and Program teams.
• Ensure proposals are compliant with RFP requirements, FAR/DFARS, and corporate standards.
• Oversee the development of proposal graphics, executive summaries, and oral presentations.
• Coach and mentor proposal writers to strengthen proposal quality.
• Manage proposal tools, templates, and knowledge repositories to improve efficiency.
• Provide executive-level updates and recommendations on proposal progress and risks.
