Job summary

KODA Technologies is seeking an experienced Proposal Manager to lead and manage the development of competitive proposals for federal government customers. This role ensures proposals are compliant, compelling, and submitted on time, coordinating with Business Unit Leads, Contracts, Finance, and technical staff.

The ideal candidate is highly organized, deadline-driven, an excellent writer and editor, and knowledgeable about federal contracting and proposal development processes.

Qualifications

• Bachelor's degree or equivalent experience in a related field.
• At least 10 years in federal government proposal development or management.
• Strong understanding of federal proposal development and procurement processes.
• Ability to interpret solicitations and develop compliant responses.
• Excellent writing, editing, proofreading, and verbal communication.
• Strong project management and organizational skills with multiple priorities.
• Capability to coordinate with executives, technical experts, BD personnel and partners.

Responsibilities

• Lead end-to-end proposal development for federal solicitations (RFPs, RFQs, RFIs, task orders).
• Review solicitation requirements, amendments, and evaluation criteria for compliance.
• Develop schedules, outlines, compliance matrices, and writing assignments.
• Plan kickoff, status, and review meetings; coordinate inputs from teams and partners.
• Manage proposal deadlines and reviews; integrate reviewer feedback and revisions.
• Oversee final production and submission of proposals.
