Job summary

L+M Development Partners seeks an experienced Operations/AGM professional to oversee all operational aspects of a development/asset in New York. You will support the GM, manage compliance with LIHTC, Section 8, and NYCHA requirements, and coordinate leasing, budgets, and vendor relationships.

The role requires strong project management, vendor oversight, and staff leadership, with a focus on regulatory adherence, financial reporting, and resident services.

Qualifications

• Bachelor’s degree preferred or a combination of work experience, education and professional designations, certifications
• Proficiency in Microsoft Office applications
• Proficiency in Yardi required
• Must have experience in residential housing (market-rate and/or affordable) and regulatory compliance
• Strong understanding of Building Finance and PM-specific Financial Reporting
• Must possess exemplary customer service skills
• Must display ability to complete tasks/projects on-time

Responsibilities

• Assists the GM in overseeing all operational aspects of a development/asset
• Supports the GM with regulatory compliance and leasing coordination
• Oversees site-specific operational policies and procedures for performance
• Manages on-site LIHTC and/or Section 8 administration and compliance
• Oversees payroll and paid time off for site-employees and monitor overtime
• Plans, executes, and enforces site-specific policies and procedures
• Oversees rent collection, resident arrears, and A/R processes
• Liaises with counsel on tenant arrears and legal issues
• Oversees BAEZ mold mitigation and NYCHA reporting requirements
• Coordinates with Builders on construction and relocation
• Prepares NYCHA-related reports and interacts with agencies
• Collaborates with Development, AM, and partners to drive value
• Oversees CAPEX budgeting, bidding, and project execution
• Manages unit turnover, renewal, and lease negotiations
• Ensures compliance with regulatory standards (REAC, MOR, API, etc.)
• Supervises staff and coordinates progressive disciplinary measures
• Engages with Agency Officials and community partners
• Maintains staff training on required applications and tools
• Attends Tenant Association meetings as necessary
• Works with security on security-related initiatives
• Ensures regular inspections and tracking across regulatory entities
