Job summary

Spencer Ogden supports an established Houston-area engineering consultancy in recruiting a Senior Project Manager for its Water/Wastewater team. The role is client-facing, leading projects from planning through construction while driving client relationships and business development.

Ideal candidate is a Texas-licensed PE with 10+ years civil experience and 5+ years PM/design, focusing on municipal water/wastewater facilities and coordination with municipalities and utility districts.

Qualifications

• Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related engineering discipline.
• Active Professional Engineer license in Texas, or the ability to obtain Texas reciprocity.
• Approximately 10+ years of progressive civil engineering experience.
• 5+ years of project management and design experience.
• Strong municipal water/wastewater consulting background.
• Experience with water and/or wastewater treatment facilities.
• Experience working with municipal, MUD, or utility district clients.
• Strong client management, communication, technical writing, and presentation skills.
• Experience supporting proposals, business development, and project pursuits is highly desirable.

Responsibilities

• Lead multidisciplinary municipal water and wastewater projects from initial planning through design and construction.
• Manage project scope, budgets, schedules, technical deliverables, and overall project performance.
• Deliver projects involving water and wastewater treatment plants, pump and lift stations, water distribution, wastewater collection, and related utility infrastructure.
• Prepare and review engineering plans, specifications, technical reports, feasibility studies, and preliminary engineering reports.
• Act as a primary client contact for municipalities, MUDs, utility districts, and other public-sector clients.
• Lead client and agency meetings and coordinate with regulatory authorities.
• Support proposals, SOQs, presentations, and broader business development initiatives.
• Provide technical oversight, QA/QC, and senior review of engineering deliverables.
• Mentor and support engineers and project staff while assisting with workload planning and project assignments.
