Job summary

Muller, Inc. is seeking a Senior Project Manager for public opportunities in Reston, VA. You will lead large-scale heavy civil and public infrastructure projects, ensuring safety, schedule, budget, and contract compliance across multiple active programs.

You will manage client relationships, oversee planning, budgeting, and risk mitigation, and report to the Director, Utilities. This role uses InEight for project control and requires strong knowledge of public contracts and scheduling software.

Qualifications

• Strong knowledge of heavy civil construction methods, sequencing, and logistics.
• Proficiency in cost control systems and construction management software.
• Deep understanding of public contracts, specifications, and compliance requirement.
• Experience working on public contracts (3 years).
• Experience with creating/managing schedules (3 years).
• Ability to lead multiple teams and complex projects simultaneously.
• Proven experience with scheduling software (Primavera P6, Microsoft Project).

Responsibilities

• Provide oversight of multiple heavy civil construction projects including roadway, utilities, stormwater, grading, and site development.
• Ensure projects are delivered on time, within budget, and in accordance with contract specifications and quality standards.
• Lead project planning, scheduling, and resource allocation efforts.
• Monitor project performance and proactively address risks and challenges.
• Develop and manage project budgets, forecasts, and cost control processes.
• Ensure accurate billing.
• Identify opportunities to improve project profitability.
• Interpret and manage contracts, plans, specifications, and public agency requirements.
• Ensure full compliance with federal, state, and local regulations.
• Serve as the primary point of contact for owners, municipalities, and public agencies.
• Build and maintain strong client relationships to support repeat work and future opportunities.
• Participate in progress meetings, presentations, and communications.
• Use PM Software (InEight) to efficiently manage project production and budget

The Senior Project Manager (SPM) is responsible for leading and delivering large-scale heavy civil and public infrastructure projects from start to finish. This role oversees multiple active projects, ensuring work is executed safely, on schedule, within budget, and in full compliance with contract requirements, public agency standards, and company expectations.

The SPM plays a key leadership role in driving project performance, managing client relationships, and ensuring operational excellence across all phases of construction.
