Job summary

Muller Inc. is seeking a Project Manager to lead large-scale heavy civil and public infrastructure initiatives from Reston. The role focuses on delivering projects safely, on schedule, and within budget while meeting contract and public agency requirements.

You will supervise multiple projects, plan and allocate resources, monitor risks, and maintain strong relationships with owners and municipalities to support future opportunities.

Qualifications

• Experience with public contracts (1-3 years).
• Strong knowledge of heavy civil construction methods and sequencing.
• Proficient in cost control and scheduling processes.

Responsibilities

• Oversee multiple heavy civil construction projects including roadway, utilities, and site development.
• Ensure on-time delivery, on-budget performance, and compliance with contracts and quality standards.
• Lead planning, scheduling, and allocation of resources across projects.
• Monitor performance, address risks, and manage cost controls and forecasts.
• Ensure accurate billing and identify opportunities to improve profitability.
• Interpret contracts, plans, and public agency requirements; maintain compliance.
• Serve as primary contact for owners, municipalities, and public agencies; foster client relations.
• Participate in progress meetings and project communications.

Title: Project Manager, Public Opportunities
Type: Full Time, Exempt
Location: Reston, Virginia (Hybrid)
Reports to: Director, Utilities
The Project Manager is responsible for the management and successful delivery of large-scale heavy civil and public infrastructure projects. This role oversees multiple projects ensuring work is completed safely, on schedule, within budget, and in compliance with all contract requirements, public agency standards, and company expectations.

Responsibilities

• Provide oversight of multiple heavy civil construction projects including roadway, utilities, stormwater, grading, and site development.
• Ensure projects are delivered on time, within budget, and in accordance with contract specifications and quality standards.
• Lead project planning, scheduling, and resource allocation efforts.
• Monitor project performance and proactively address risks and challenges.
• Develop and manage project budgets, forecasts, and cost control processes.
• Ensure accurate billing
• Identify opportunities to improve project profitability.
• Interpret and manage contracts, plans, specifications, and public agency requirements.
• Ensure full compliance with federal, state, and local regulations.
• Serve as the primary point of contact for owners, municipalities, and public agencies.
• Build and maintain strong client relationships to support repeat work and future opportunities.
• Participate in progress meetings, presentations, and communication.

Required Qualifications

• Strong knowledge of heavy civil construction methods, sequencing, and logistics.
• Proficiency in cost control systems and construction management software.
• Deep understanding of public contracts, specifications, and compliance requirement
• Experience working on public contracts (1-3 years)
• Experience with creating/managing schedules (1-3 years)
• Ability to lead multiple complex projects simultaneously
