Job summary

The City of Flagstaff is seeking a Civil Engineering professional to support the Capital Improvements Section through project management, technical plan reviews, and public communications. You will coordinate with multiple divisions and agencies, provide customer service to residents and staff, and help develop scopes of work for infrastructure projects.

You will present information to City Council and commissions, ensure regulatory compliance, and assist with field inspections and data

Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field OR a Bachelors in a related field with EIT
  • Five (5) years of professional experience as a Project Manager
  • Arizona Professional Engineer (PE) registration, or current PE registration in another U.S. state
  • Valid Driver’s License
  • Any combination of relevant education and relevant experience may be substituted on a year-for-year basis; substitutions may not substitute licenses

  • Develop scopes of work and present to City Council and boards.
  • Lead plan reviews to ensure compliance with scope and regs.

Job description

This position supports the City’s Capital Improvements Section through project management, technical plan review, public communication, and coordination across multiple divisions and agencies. It provides customer service to residents, staff, and stakeholders while assisting with infrastructure issues, developing scopes of work, and presenting information to City Council, commissions, and community groups. The role helps ensure compliance with Federal, State, and Local regulations and contributes to reporting requirements for various agencies. Additionally, the position performs field assessments, assists with inspections, and supports division-wide initiatives while helping train other staff.

  • Provides excellent customer service to both internal and external customers.
  • Communicate and presents to the City Council and various City Commissions, Committees and Boards, and neighborhood groups/HOAs.
  • Assists in developing and implementing new policies, guidelines and procedures for the Capital Improvements Section and Engineering Division.
  • Develops infrastructure design scopes of work that consider numerous perspectives and will compliment input from a variety of stakeholders.
  • Conducts detailed plan review to assure compliance with original project scope, regulatory requirements, and sound engineering practice.
  • Solicits citizen input and assists community groups on infrastructure issues, performs analyses, and works toward mutual resolution, on a proactive basis, and attends public meetings as required.
  • Assists the general public and other City staff that have public infrastructure and engineering related problems or concerns that require technical advice, response, research, and/or recommendations.
  • Develops and presents technical data and recommendations to both technical and non-technical staff.
  • Performs a wide variety of special assignments to help with specific Division/Section-wide initiatives.
  • Performs field review and assessments.
  • Assists with field sampling and field inspection duties.
  • May assist other staff and programs/sections as directed.
  • Performs a wide variety of special assignments to help with specific Division/Section/Program initiatives.
  • Leads and trains other staff within the section on these responsibilities.
  • Develops and presents technical data and recommendations to both technical and non-technical staff.
  • Assists the public and other City staff with problems or concerns that require technical advice, response, research, and/or recommendations.
  • Other duties as assigned.
MINIMUM REQUIREMENTS
  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field OR a Bachelors in a non related field with a registration as an Engineer-in-Training (EIT)
  • Five (5) years of professional experience as a Project Manager
  • Arizona Professional Engineer (PE) registration, or current PE registration in another U.S. state.
  • Valid Driver’s License
  • Any combination of relevant education and relevant experience may be substituted on a year-for-year basis. Minimum requirements driver's license, and certifications may not be substituted and are required at time of hire.
DESIRED EXPERIENCE AND TRAINING
  • Master’s degree in Civil Engineering or a related field that would advance the skillset of our academically diverse team.
  • Project Management Professional (PMP) Certificate or professional training specializing in project management.
  • Experience in public infrastructure related operations and maintenance.
  • Experience with applicable computer systems and software, such as: Word, Excel, Access, PowerPoint, BlueBeam, AutoCAD, ArcGIS.
OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Must obtain Arizona Professional Engineer (PE) registration within 6 months of hire date.
  • Regular attendance is an essential function of this job to ensure continuity.
