Job summary

Brooksource is seeking a CBRNE Project Manager to lead a project and staff delivering direct customer support from the Washington, DC metro area. Responsibilities include project plan development, cost/schedule/performance management, and aligning with client expectations.

Job description

Our Client's Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Defense business line, in our National Security business unit, is currently seeking a CBRNE Project Manager to manage a project and team of staff providing direct customer support. This position will provide support from the client facility in the Washington, DC Metro Area. Efforts will include project plan development and implementation, management of project cost, schedule, and performance, and managing client expectations.

MAJOR RESPONSIBILITIES
  • Defines project requirements that identify all elements of cost, schedule, and technical performance. May examine teaming options and assist with preliminary teaming agreements. Identifies and plans for system management requirements and controls relative to the project. Leads development and refinement of the program Work Breakdown Structure to a level sufficient to identify all the work required for project completion. Directs estimation of project costs. May contribute to a larger system effort in terms of project requirements definition, planning and budgeting.
  • Manages cost, schedule, and performance. Implements project change management and control. Establishes project performance metrics that ensure successful completion of the project. Exercises control of project variances through root cause analysis using tools such as Earned Value Management. Assesses the project impacts of scope, schedule and budget change requests and takes requisite action. Ensures that the project is maintained within the scope, budget and schedule of the baseline agreement and changes the baseline when appropriate client directed changes are approved.
  • Recruits, selects, and negotiates with line management to build a project team. Continuously assesses strength of team and makes changes as required. Structures work of the project team to enable members to use their talents, experiences, and skills to achieve common team goals.
  • Proactively communicates with clients to ensure they are an integral part of the project for clarification of requirements and regular assessment of implementation progress. Builds client relationships to sustain and expand business opportunities. Stays informed of the customer’s business plans and priorities. Identifies high growth/value opportunities for the client. Positions to win follow on programs Provides sales support to the business development function.
  • Collaborates with the Business Development staff to establish overall proposal strategies and themes which clearly differentiates the client from other potential providers of service. Assists with the selection of proposal team member organizations (strategic partners, sub-contractors, universities, business lines, etc) and the efforts of the proposal team to formulate an offering that persuasively presents the project approach that meets the client needs and documents the value created for the client by this approach at a competitive price.
  • Provides project execution expertise in contract negotiation activities and shall be knowledgeable with contractual issues relative to the project being managed relevant to scope of the work and scheduling and subcontracts.
  • Prepares and presents presentations to internal management and to external customers to provide reviews and updates on technical aspects, cost, and schedule.
  • Directs project risk planning. Applies processes and procedures to identify, analyze, classify, and prioritize and manage project risks to formulate a risk management plan that assigns responsibility, determines approaches and specifies mitigation approaches and contingencies in the risk management process.
  • Stays abreast of Project Management best practices. Knows, understands, and applies the clients processes and procedures. Implements relevant Quality Systems and applicable industry regulations. Maintains a working knowledge of and ensures compliance with applicable government and industry regulations.
THE FOLLOWING IS REQUIRED
  • BS/BA (masters preferred) in life science, chemistry, physics, or mathematical discipline from an accredited institution with at least 10 years of project management experience.
  • Proven experience in leading technical research, business development, and marketing programs worth $10M+ annually that involve coordination across organization lines and technical disciplines.
  • Knowledge of government and industrial contract work, especially leading proposal teams. Experience with various contract types including fixed price, cost plus, and time and materials.
  • Excellent oral and written communication skills.
  • Must be US Citizen with an active TS/SCI clearance with polygraph.
THE FOLLOWING IS DESIRED
  • Experienced in establishing EVM strategies and using EVM analysis in making project/program decisions to ensure timely and cost-effective delivery of specified services and products.
  • Experience managing multiple subcontractors under Federal government prime contracts.
  • PMP certification
  • Knowledge of the client, including an understanding of the relationships, roles, missions, and responsibilities of different business groups
