Job summary

LAUKOA seeks a Project Manager to oversee the Mobile Detection Deployment Program (MDDP) contract. You will lead a specialized team delivering CBRN detection support to federal, state, and local partners, with oversight of personnel, reporting, and budgeting.

Travel to CONUS/OCONUS sites will be required as part of 24/7 operations. The role requires leadership in CBRN operations, strong communication with DHS officials, and the ability to manage complex logistics and compliance programs.

Summary:

The Project Manager (PM) will be responsible for the overall execution of the Mobile Detection Deployment Program (MDDP) contract. This key position serves as the primary point of contact for government officials and lead a specialized team providing chemical, biological, radiological, and nuclear (CBRN) detection support to federal, state, local, tribal, and territorial partners Provides leadership, operational oversight, personnel management, reporting, and coordination with the Contracting Officer (CO), Contracting Officer Representative (COR), and Federal Program Manager. This position supports mission-critical Department of Homeland Security Countering Weapons of Mass Destruction (CWMD) operations. Personnel must be capable of supporting surge deployments, intelligence-driven operations, National Special Security Events (NSSE), and steady-state detection missions. Travel, extended hours, 24/7 shift work, weekends, holidays, and recall during contingency operations may be required. The Project Manager manages all personnel and performance, travel and Other Direct Costs (ODC) approvals, and provides operational oversight of the project.

Job Description
  • Contract Management: Oversee all contract work, ensuring activities align with DHS objectives. Manage and track staff timecards, hiring, retention, and talent management.
  • Team Leadership: Ensure Technical Support Specialists (TSS) maintain proficiency in CBRN equipment, tactics, and procedures. Conduct quarterly and annual performance evaluations.
  • Operational Support: Coordinate CBRN detection operations, including planning logistics and conducting detection activities for national security events and threat responses.
  • Reporting & Compliance: Deliver weekly progress reports, monthly budget/program status reports, and annual performance summaries. Maintain a drug and alcohol testing program in accordance with federal regulations.
  • Financial Oversight: Track budgeting and expendables via a cloud dashboard and approve all travel authorizations and procurements (pp. 4, 6).Provide input for Technical Support Specialists (TSS), quarterly performance reviews and annual evaluations.
  • Provide CBRN operations support as needed including developing plans, procedures, logistics, and conducting detection activities including equipment checks, using equipment for detection, and reporting as needed.
  • Uphold professional standards of the MDDP, in all communications and interactions with internal staff and external partners.
  • Provide weekly, monthly, and yearly program status reports to the Countering Weapons of Mass Destruction (CWMD) MDDP program office.
  • Review and approve all travel authorizations and procurements, including ODCs prior to being forwarded to the MDDP federal program office for final approval.
  • Schedule: 40-hour flex work schedule, including possible nights, weekends, and holidays to support 24/7 operations
  • Availability: Must be available via telephone between 0800 and 1700 EST, Monday through Friday, with a 4-hour response time for technical issues
Qualifications
  • Preference is given to those individuals who have advanced training and experience on an MDDP team, any of the National Guard CBRN Response Enterprise (CRE) elements including the Civil Support Team (CST), CBRNE Enhanced Response Force Package (CERFP), and Homeland Response Forces (HRF) current/retiring Coast Guard Strike Team, Army Tech Escort or Special Forces CRD, or other DOD/DHS/DOJ special CBRNE team members.
  • Must be able to obtain and maintain DHS Suitability and Secret-level Security Clearance
  • CBRN subject matter expert - minimum of 20 years of operational experience in planning and executing CBRN detection operations.
  • Possess National Incident Management System (NIMS) and Incident Command Structure (ICS) certifications and courses (i.e. IC​S 100, 200, 700)
  • Minimum of 5 years of experience in personnel management and leadership
  • Demonstrated expertise in CBRN tactics, techniques, and procedures, particularly during National Special Security Events (NSSE)
  • Physical Requirements: Ability to carry equipment weighing up to 50 lbs
  • Must be fluent in English (reading, writing, speaking) with excellent professional communication skills for stakeholder interaction.
  • Knowledgeable in using the following types of representative Radiation/Nuclear (R/N) detection equipment: Personal Radiation Detectors (PRD) (Spectroscopic/Non-Spectroscopic) (examples may include: D-tect Systems Mini Rad-D, Thermo RadEye, FLIR IdentiFINDER R300 nanoRaider, and Kromek D3S); Human Portable Radiation Detection Backpacks (examples may include: Thermo PackEye, and Bubble Technology Industries FlexSpec); Radiological Isotope Identification Devices (RIIDs) (High-Res/Low-Res) (examples may include: FLIR IdentiFINDER R400 and ORTEC Detective DX); Mobile Radiation Detection System such as Radiation Solutions Inc. RSI-701; Auxiliary Equipment: Radios, Radioactive Material Sources.
  • Have a Commercial Driver's License Class B (CDL B) or ability to obtain within 3 months following contract award
  • Proficiency with Microsoft Office Suite for performance of duties
  • Versed in authoritative documents as well as understanding how they are applied
  • Ability to Travel over 50% during the year
