Job summary

Deer Park Refining Limited Partnership seeks a Full Time Engineering Professional to provide project engineering leadership for a portfolio of Capital Projects at the PEMEX Deer Park Refinery. You will be accountable for safety, delivery, cost and schedule for the assigned projects.

You will coordinate with operations, process engineering and disciplines, develop scopes, manage procurement, and oversee on-site engineering and construction to ensure performance meets design requirements.

Qualifications

• Bachelor of Science Degree in Engineering
• 10+ years of experience in Refinery or Petrochemical Plants is desired.
• 10+ years of Project Engineering experience is desired.
• Practical working knowledge of refinery processes, equipment, design and engineering standards is required.
• Ability to effectively manage competing priorities.
• Excellent interpersonal and communications skills.

Responsibilities

• Primary accountability for execution of Capital (and Expense) Projects from front end development to detailed design and construction.
• Manage simultaneous projects with competing priorities in various phases.
• Develop project scopes in collaboration with operations, process engineering, and disciplines.
• Ensure the design, equipment specification, and drawings have proper technical authority approvals.
• Oversee engineering execution utilizing on-site disciplines and contractors.
• Coordinate with external resources for Project Assurance activities.
• Develop project cost estimates and schedules with Project Controls.
• Meet project cost and schedule requirements and provide accurate forecasting.
• Coordinate with procurement to develop and implement a procurement strategy for each project.
• Ensure permitting strategy and compliance with environmental requirements.
• Assist with bid specification, bid evaluation and selection for equipment and materials.
• Work with IPA to review and score projects against criteria at multiple phases.
• Ensure construction safety plans are in place and field activities are completed safely.
• Support start-up plans, provide technical support during start-up, and ensure documentation transfer.
