The role collaborates with project managers, engineers, construction managers, contractors, and LA Metro stakeholders to monitor performance, manage baselines, and implement robust project controls strategies including EVM and KPI tracking.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Business Administration, or a related field.
• 10+ years in project controls, scheduling, cost management, or construction project management.
• Minimum of 5 years supporting large-scale transportation, rail, transit, or heavy civil infrastructure projects.
• Demonstrated experience managing project controls functions on complex, multimillion-dollar capital programs.
• Strong knowledge of scheduling, cost control, budgeting, forecasting, risk management, and reporting.

Responsibilities

• Lead and manage project controls activities, including cost control, scheduling, budgeting, forecasting, change management, and reporting.
• Develop, maintain, and monitor integrated master schedules using Primavera P6, ensuring alignment with milestones and contractual requirements.
• Oversee project budgets, cost estimates, expenditure tracking, cash flow projections, and cost-to-complete forecasts.
• Monitor progress against baselines, identify delays, variances, and risks; implement corrective actions.
• Prepare and present project controls reports, dashboards, and executive updates to leadership and LA Metro stakeholders.
• Participate in schedule reviews, critical path analysis, and recovery planning to support delivery.
• Evaluate contractor schedules, progress updates, changes, and cost/schedule impacts.
• Support change management processes and maintain change logs and documentation.
• Establish and maintain project controls procedures, reporting standards, and KPIs.
• Coordinate with project managers and contractors to ensure accurate data and timely reporting.
• Develop risk registers, track mitigation strategies, and provide recommendations to minimize impacts.
• Support earned value management (EVM) and KPI tracking.
• Review project documentation to ensure compliance with LA Metro requirements.
• Mentor and guide project controls staff including schedulers and cost engineers.
