Job description

Status: Full-Time, Contingent Upon Award

Location: Herbert R. Temple Army National Guard Readiness Center (TARC), Arlington, VA (some work at the Pentagon)

Start date: 8 August 2026

Security Clearance: Active Top Secret Clearance Required

Travel: Minimal. Occasional local travel within the National Capital Region and limited CONUS travel may be required to support meetings, training events, or mission requirements.

Background: Vectrona is seeking a Senior Project Analyst / Site Lead to oversee contract operations and provide executive-level staff action support to the National Guard Bureau (NGB) Executive Secretariat (ExecSec). This position serves as the on-site lead responsible for workforce management, quality control, Government coordination, and execution of mission-critical staff action support services. The Site Lead works directly with senior Government personnel to ensure timely processing of executive taskings, correspondence, records management activities, workflow analysis initiatives, and organizational process improvements supporting the Chief, National Guard Bureau (CNGB), Vice Chief, Director of the Joint Staff, and other senior leaders.

The ideal candidate possesses extensive experience supporting senior Department of Defense, Joint Staff, National Guard, or Service Headquarters organizations and demonstrates exceptional leadership, communication, and organizational skills in fast-paced executive environments.

Day-to-Day Responsibilities:
  • Serve as the primary on-site lead and Government interface for contract execution, staffing coordination, and service delivery.
  • Oversee workforce scheduling, performance management, quality assurance, and employee development activities.
  • Manage Executive Tasking System (ETS) operations and monitor task status, suspense compliance, and workflow performance.
  • Coordinate executive correspondence, staff actions, information papers, memoranda, briefing packages, and decision-support products.
  • Support the routing, tracking, review, and coordination of actions received from DoD, Joint Staff, Army, Air Force, Combatant Commands, and National Guard organizations.
  • Analyze organizational workflows and recommend process improvements that increase efficiency, visibility, and accountability.
  • Support Action Officer training and provide guidance on staffing procedures, correspondence standards, and task management processes.
  • Oversee SharePoint content management, records management activities, document repositories, and organizational knowledge management initiatives.
  • Coordinate meetings, working groups, governance activities, and executive engagements involving senior leaders and staff principals.
  • Develop metrics, reports, dashboards, and workflow assessments that support leadership decision-making and operational awareness.
  • Ensure contract deliverables are completed accurately, professionally, and within required timelines.
  • Identify risks, resolve issues, and coordinate corrective actions to maintain mission continuity and customer satisfaction.
Preferred Education/Degree:
  • Bachelor’s degree in Business Administration, Public Administration, Organizational Leadership, Government, Communications, Management, or a related field.
  • Master’s degree preferred.
Preferred Knowledge, Skills and Qualifications:
  • 10+ years supporting senior DoD, Joint Staff, National Guard, Service Headquarters, OSD, or equivalent executive-level organizations.
  • 5+ years leading complex staff action, executive correspondence, workflow/task management, or organizational process improvement efforts.
  • 5+ years leading personnel, contract operations, quality control, customer coordination, and performance management in a government support environment.
  • Strong knowledge of executive secretariat operations, ETS/ETMS-style task management systems, SharePoint, Microsoft 365, records management, and DoD correspondence processes.
  • Proven ability to manage competing deadlines, oversee staff performance, resolve workflow issues, and support senior-leader decision cycles.
  • PMP preferred.
