Job summary

Qualifications

• Bachelor’s degree in political science, International Relations, Public Policy, Business Administration, or a related field.
• Minimum of 10 years’ experience managing DoD contracts and/or leading strategic planning efforts within the National Guard, Army, or Joint Staff.
• Active U.S. Secret security clearance (TS/SCI preferred).

Responsibilities

• Provide overall management and oversight of the Strategic Planning Analysis Services program to align with contract requirements and mission objectives.
• Serve as liaison with NGB J5-J leadership and contracting officials to coordinate priorities, resolve issues, and maintain communication.
• Oversee recruitment, onboarding, and supervision of a cross-functional team of analysts, planners, and support staff.
• Manage the quality and timeliness of deliverables, including policy products, CNGB issuances, meetings support materials, dashboards, and analysis.
• Monitor and report program performance using project management tools and contract performance metrics.

Background:

Vectrona is seeking a highly experienced Program Manager to lead contract execution for the NGB J5-J Strategic Planning Analysis Services contract. This role is responsible for program oversight, personnel management, task order execution, and customer engagement in support of high-level strategic planning, policy development, and interagency coordination for the National Guard Bureaus J5-J Plans Division.

TheProgramManagerwillserveastheprimaryinterfacebetweenthegovernmentandcontractorpersonnel,ensuringallworkisexecutedtostandardanddeliveredontime.ThisrolerequiresexpertiseinDoDjointplanningprocesses,organizationalleadership,andperformance-basedcontractmanagement.

Day-to-DayResponsibilities:

• ProvideoverallmanagementandoversightoftheStrategicPlanningAnalysisServicesprogramtoensurealignmentwithcontractrequirementsandmissionobjectives
• ServeastheprimaryliaisonwithNGBJ5-Jleadershipandcontractingofficialstocoordinatepriorities,resolveissues,andmaintaincommunication
• Overseerecruitment,onboarding,andsupervisionofacross-functionalteamofanalysts,planners,andsupportstaff

Preferred Education/Degree: (Required)

• Bachelor’s degree in political science, International Relations, Public Policy, Business Administration, or a related field
• Minimumof10years’experiencemanagingDoDcontractsand/orleadingstrategicplanningeffortswithintheNationalGuard,Army,orJointStaff
• ActiveU.S.Secretsecurityclearance(TS/SCIpreferred)
