Civil Recruit is seeking a Senior Program Manager to lead a large-scale business transformation focusing on Oracle Utilities CCS/WACS and related enterprise systems in the utilities sector.

The role requires overseeing governance, budgeting, and cross-functional delivery across customer service, billing, work management, and finance. Strong leadership with regulatory and stakeholder collaboration is essential.

Qualifications

• Bachelor's degree required; MBA preferred.
• 10+ years leading large-scale business and technology transformation.
• 5+ years delivering complex ERP, CIS, CRM, billing, or enterprise system implementations.
• Experience managing multi-million-dollar programs with multiple workstreams.
• Experience managing third-party vendors and system integrators.

Responsibilities

• Lead a large-scale enterprise transformation program implementing Oracle CCS/WACS and related systems.
• Establish program governance, reporting, risk and issue management, and decision processes.
• Develop integrated program plans, budgets, resources, milestones and dependencies.
• Ensure alignment of business objectives, regulatory requirements and tech strategies.
• Coordinate with IT PMO, Enterprise Architecture, cybersecurity, data and apps teams.
• Manage vendors, system integrators, and consulting partners to meet objectives.
